Ex-nurse wants aiding-suicide conviction reversed

MINNEAPOLIS (AP) ? An attorney for a former Minnesota nurse convicted of going online and encouraging two people to kill themselves said in a court document Wednesday that his client was merely supporting his alleged victims and had no influence on their actions.

William Melchert-Dinkel, 50, of Faribault, was convicted last year on two counts of aiding suicide. His attorney is asking the Minnesota Supreme Court to overturn those convictions. In court documents filed Wednesday, attorney Terry Watkins said Melchert-Dinkel did not directly participate in the suicides of an English man and a Canadian woman.

Watkins said the actions represented protected speech and argued that Minnesota's statute outlawing assisted suicide is too broad. He said Melchert-Dinkel's communications with the man and woman may have been "immoral and disgusting" but that he was only supporting them.

"The First Amendment doesn't allow a judgment to be made on the despicability of one's speech, only on its criminality as an integral part of the crime or its incitement to cause another to do something which he or she otherwise might not do," Watkins wrote, saying Melchert-Dinkel was not integral to the suicides.

The Minnesota Court of Appeals found in July that the state's assisted suicide statute is constitutional, and that Melchert-Dinkel's speech was not protected.

Evidence presented in the case showed Melchert-Dinkel was obsessed with suicide and sought out depressed people online. When he found them, he posed as a suicidal female nurse, feigned compassion and offered instructions on how they could kill themselves.

Melchert-Dinkel told police he did it for the "thrill of the chase." According to court documents, he acknowledged participating in online chats about suicide with up to 20 people and entering into fake suicide pacts with about 10, five of whom he believed killed themselves.

He's convicted in the deaths of Mark Drybrough, 32, of Coventry, England, who hanged himself in 2005, and Nadia Kajouji, 18, of Brampton, Ontario, who jumped into a frozen river in 2008.

Watkins argued in court papers that Melchert-Dinkel had no influence: that Drybrough decided to hang himself before Melchert-Dinkel suggested death by hanging, and Kajouji used her own method despite Melchert-Dinkel's suggestions.

Prosecutors have said all along that Melchert-Dinkel targeted individuals he knew he could influence. During sentencing in May 2011, Rice County Attorney Paul Beaumaster said that while the victims may have been depressed, Melchert-Dinkel's advice helped lead them to end their lives.

"In this case we have someone who, for sport, for entertainment, for the thrill of chase, sought out people who were depressed, who were suicidal," Beaumaster said in 2011. "That makes it worse in my mind."

In convicting Melchert-Dinkel in March 2011, Rice County District Judge Thomas Neuville agreed that the victims' predisposition to suicide was not a valid defense.

"The court finds that defendant's speech imminently incited the victims to commit suicide, and can be described as 'lethal advocacy,' which is analogous to the category of unprotected speech known as 'fighting words' and 'imminent incitement of lawlessness,'" the judge wrote.

Watkins acknowledged there are some categories that are prohibited, but said his client's actions do not fall into those categories.

The attorney also noted the trial court insinuated that Melchert-Dinkel had a duty to prevent the suicides. Watkins said that duty does not exist. He cited case law in which a woman's murder conviction was overturned after an appellate court found that her "mere inaction" to stop her son from killing his wife and dismembering the body didn't amount to criminal liability.

Watkins also said Minnesota's law banning assisting suicide may be constitutional, but when applied to speech, it has to be narrowly tailored. He said Minnesota's statute is unconstitutional because it is too broad.

Melchert-Dinkel was sentenced to more than six years in prison but he won't serve that if he follows terms of his parole, which include 360 days in jail. The jail time ? on hold while his appeal is pending ? was split so he'll serve 320 days upfront, then two-day stints on the anniversary of each victim's death for 10 years.

Pakistani polio workers get police protection

LAHORE, Pakistan (AP) ? Under police guard, thousands of health workers pressed on with a polio immunization program Thursday after nine were killed elsewhere in Pakistan by suspected militants who oppose the vaccination campaign.

Immunizations were halted in some parts of Pakistan and the U.N. suspended its field participation everywhere until better security was arranged for its workers. The violence risks reversing recent progress fighting polio in Pakistan, one of three countries in the world where the disease is endemic.

The Taliban have denied responsibility for the shootings. Militants have accused health workers of acting as spies for the U.S., alleging the vaccine is intended to make Muslim children sterile.

Taliban commanders in Pakistan's troubled northwest tribal region also said earlier this year that vaccinations can't go forward until the U.S. stops drone strikes in the country.

Insurgent opposition to the campaign grew last year after it was revealed that a Pakistani doctor ran a fake vaccination program to help the CIA track down and kill al-Qaida founder Osama bin Laden, who was hiding in the town of Abbottabad in the country's northwest.

There were a few attacks on polio workers in July, but the current level of violence is unprecedented. A polio worker died Thursday after being shot in the head in the northwestern city of Peshawar a day earlier, said health official Janbaz Afridi.

His death raised to nine the number of Pakistanis working on the campaign who have been killed this week. Six of the workers gunned down were women, three of whom were teenagers. Two other workers were critically wounded. All the attacks occurred in northwest Khyber Pakhtunkhwa province and the southern city of Karachi.

Despite the threat, local officials in the eastern city of Lahore continued the vaccination drive Thursday under police escort, said one of the top government officials in the city, Noorul Amin Mengal. About 6,000 Pakistani health workers were escorted by 3,000 police as they fanned out across the city, he said.

"It would have been an easy thing for us to do to stop the campaign," he said. "That would have been devastating."

Saddaf Malik, one of the polio workers in Lahore, said the killings sent a shudder of fear through him and his colleagues.

"We will carry on with our job with determination, but we want the government to adopt measures to ensure the security of polio vaccinators," he said.

This week's killings occurred as the government and the U.N. began a vaccination drive Monday targeting high-risk areas in the country's four provinces and the semiautonomous tribal region, part of an effort to immunize 34 million children under age 5. The campaign was scheduled to end Wednesday in most parts of the country, except for Lahore, where it ran a day longer.

Government officials ended the drive early in parts of Khyber Pakhtunkhwa and in Sindh province, where Karachi is the capital, said Elias Durry, the U.N. World Health Organization's senior coordinator for polio in Pakistan. The campaign ran its full course in the provinces of Baluchistan and Punjab, where Lahore is the capital, as well as in the tribal region, he said.

The government has approximately 250,000 people working on the campaign, said Durry. Most of them have other jobs, such as teaching or working as government clerks, and sign on to the vaccination drive to earn a little more money, about $2.50 per day, officials said.

The WHO and UNICEF have about 2,000 people between them who provide technical assistance to the polio teams across the country and educate locals about the program, said Durry and Michael Coleman, a UNICEF spokesman in Pakistan. The U.N. staff were pulled out of the field and asked to work from home Wednesday.

Workers were only able to immunize about 9 million children this week out of a target of 18.3 million because of the violence, said Durry.

Polio usually infects children living in unsanitary conditions, attacks the nerves and can kill or paralyze. Pakistan, Afghanistan and Nigeria remain the last battlegrounds for the fight against the disease.

There is no history of attacks on polio workers in Afghanistan, even though the country also faces a domestic Taliban insurgency. Muslim leaders in Nigeria have spoken out against polio vaccination in the country in the past, also claiming it makes children sterile. Many now support the campaign, but some Nigerians remain suspicious.

Prevention efforts have managed to reduce the number of cases in Pakistan to 56 this year, compared with 190 in 2011, a drop of about 70 percent. Most of the news cases in Pakistan are in the northwest, where the presence of militants makes it difficult to reach children. Clerics and tribal elders have been recruited to support polio vaccinations to try to open up areas previously inaccessible to health workers.

Israrullah Khan, a villager who attended the funeral of the polio worker who died Thursday, said most of the clerics and Islamic political parties in Khyber Pakhtunkhwa were in favor of the campaign.

"We don't understand why these attacks have suddenly started," Khan said. "It's very sad because they were trying to save our children's future for very low wages."

Studies show that a lack of communication is the number one reason couples break up or get divorced. Nagging is a major culprit ? relentless reminders, suggestions and advice on how, when and why we should do things.

But what are some of the other bad communication habits that erode away at couples?

1. Being Inauthentic.

How many times do you catch yourself saying ?yes? when you really mean ?no?? Do you say, ?I don?t know? for fear of being judged, dismissed or rejected? When we systematically accept things against our will, shut down to keep the peace and rationalize why that?s okay, we set ourselves up for resentment and anger down the line.

Covering up our feelings and not trusting our partner to be mature enough to manage their response to ?no? just won?t work. It?s better to say, ?No, I?m not available to discuss this right now. I need to unwind and think about it. I?ll be ready to talk about it in an hour.? Then keep your promise.

2. Incongruence.

Most of our communication is non-verbal, and when it?s out of sync with our words, we are sending mixed messages. No wonder couples argue, get frustrated and eventually tune each other out!

When we say one thing while rolling our eyes, tightening our lips and/or shrugging shoulders, we send another message, usually one of being dismissive, defensive and/or judgmental. One way to avoid this is to maintain eye contact. This ensures active listening and allows you to focus on what the other person is saying instead of considering what you are planning on saying next.

3. Win-lose attitude.

In the world of neuro-linguistic programming, we say that effective communication is when your message is not simply sent, but transmitted and received by the listener. When talking about uncomfortable subjects, it?s too easy to become judgmental, blaming and defensive ? tactics that all lead to communication breaking down.

Priding yourself on being a pit-bull, taking things personally, finger-pointing, finding fault, and needing to have the last word, well, it just doesn?t work. Instead, set your intention for how you want the conversation to go so both of you win and take some time to really think about all the different possibilities and outcomes. Creating a peace treaty together that sets up the guidelines for communication to ensure smooth, respectful and authentic communication is a great tool.

4. Interrupting, finishing sentences and forgetting to pause.

This is a bundle because when you have one you almost always have the other two as well. How many of us have forgotten what we learned in grammar school? Don?t interrupt and let the other person take time to formulate an answer. On this level, men and women communicate so differently.

Men often complain that they are still thinking about an answer when their partner starts badgering them for a quicker response or asks another question while they are still thinking about the last one. Take time to pause by counting to 30 before saying anything at all and don?t ask several questions at once. And while you?re at it, do as we do in France: Roll your tongue around your mouth seven times before you speak.

You might look like a cow chewing your cud but it forces you to slow down and really think about what you?re going to say. It might even get a smile in an otherwise tense situation, but at least your partner will feel respected and know that you?re patiently giving him to time to respond.

5. Focusing on the negative, and impoliteness.

Somewhere along the way, the idea of polite requests, please, thank you and other words of appreciation in everyday conversations have gone the way of the Smith-Corona typewriter. From the classic, ?Don?t leave the toilet seat up!? to ?How long does it take to empty the trash?? ? these commands are the quickest way to send a man to his man cave.

Instead, adopt this simple one-liner that will train any man to jump up and help. ?Honey, I feel like a queen when you see the trash can is full and take it out for me! Thank you so much for doing that!? There?s nothing wrong with a little over the top appreciation which always works and is the best way to foster open, loving authentic communication.

Weekly World News Story Comes True as Eagle Flies Off With Baby in Canada

Nobody listened when the Weekly World News reported that an eagle had kidnapped a boy in Argentina last year, but now that it's happened "again" in Montreal, this time captured on video, there's no denying this is a thing that is possible. Fortunately, the bird let go before getting the kid too high off the ground, and it looked in the video like there was no serious injury. But as one Reddit commenter pointed out, that thick coat was sure a lucky wardrobe choice. Anyway, that kid is going to have an awesome story to tell on the first day of kindergarten.

Five Trends to Watch for in Chinese Cybersecurity in 2013

With 2012 coming to an end, here are some of the larger trends to watch in Chinese cybersecurity in the upcoming year.

New institutions/bureaucratic reform. There are rumors that there will be another round of bureaucratic reforms in the spring. Chinese analysts have pointed out that one of the great weaknesses in their defenses is that institutional oversight of cybersecurity is fragmented and ineffective, and there is a low degree of information sharing between the government and industry. There have also been complaints that China lacks adequate strategic planning for information security. In the past, efforts at ministerial reform have been underwhelming, resulting in little more than shuffling around of titles. This CCID report, however, does make the interesting suggestion that China should set up an ?information security agency? to better coordinate cyber strategy.

New threats.?Chinese security specialists, like their counterparts in the rest of the world, are worried about the growth of malware targeting smartphones and other mobile devices. Mobile data traffic grew tenfold in 18 months in China, accounting for some 10 percent of total global Internet activity. This year China Mobile established the country?s largest information security center in Beijing, and recently the Ministry of Industry and Information Technology announced that it would regulate the Chinese app market.

More talking, little progress. After a steady stream of announcements from U.S. officials that Chinese hackers were engaged in the widespread theft of American intellectual property, cybersecurity is now a topic of discussion at almost all high-level bilateral meetings. ?It was on the agenda at the 2012 Security and Economic Dialogue and was raised during Secretary Clinton?s meeting with Foreign Minister Yang Jiechi and U.S. Defense Secretary Leon Panetta dialogue with Defense Minister General Liang Guangjie. This month, at the 13th annual Defense Consultative Talks, Jim Miller, U.S. undersecretary of defense for policy, and Lieutenant General Qi Jianguo, deputy chief of the People?s Liberation Army general staff, stressed the need to avoid miscalculation on cyber, space, nuclear, and missile defense issues. On the positive side, there have been some articles in the Chinese press suggesting the need for crisis communication mechanisms, a hot line for the cyber age. On the negative side, all the talking and ?naming and shaming? appear to have had little or no impact on the pace and scope of cyber espionage. In fact, the attacks are accelerating, according to Rear Admiral Samuel Cox, former director of intelligence for Cyber Command.

A coming cyber trade conflict? The report by House Intelligence Committee Chairman Mike Rogers (R-MI) and Ranking Member C.A. Dutch Ruppersberger (D-MD) on the national security issues posed by Huawei and ZTE unleashed a torrent of stories in the Chinese press on the cyber threat posed by Chinese dependence on Western technology companies, and Cisco in particular (see this magazine cover, for example, with Cisco as a snake). So far, the actual response has been fairly moderate. Some analysts have called for China to create a foreign investment review board, and China Unicom reportedly replaced Cisco routers for security reasons, though American industry analysts have told me that the move was scheduled for long before the issuance of the report, and at any rate China Unicom replaced Cisco with Nortel routers. Still, Huawei?s problems continue to multiply. India has said that it will examine the risks of using Huawei products, a European Commission report called for action against the company, and a British committee is expected to find that the company poses a cybersecurity risk. If any of these reports lead to trade or investment restrictions, the Chinese government may have no choice but to respond with its own sanctions against Western technology companies.

A two Internet world. A number of reports have characterized the U.S., UK, Canada and others? decision to walk away from the World Conference on International Communications (WCIT) without signing an updates to a 1988 treaty on international telecommunications as the first clash in a digital cold war. On one side, the U.S. and its allies said they could not sign the treaty because they wanted to preserve the free, open model of Internet governance. On the other, Russia, China and many Arab nations believe that states should have a greater say in how the Internet is managed and more ability to control the flow of information over networks. For example, in response to the introduction of ?human rights obligations? in the proposed telecom treaty, the Chinese delegation noted that the ?security of the state? was an equally valid concern. The end of the WCIT does not end the discussion, and we can expect Russia, China, and other authoritarian states to continue to promote their state-centric views of cybersecurity and Internet governance.

Hospitalized Mandela misses grandson's initiation

JOHANNESBURG (AP) ? As Nelson Mandela remains hospitalized after undergoing surgery and recuperating from a lung infection, the 94-year-old anti-apartheid leader missed the return of his grandson from an initiation ceremony.

Bambatha Mandela had been in the bush for days for the ukwaluka ceremony of Mandela's Xhosa people, learning about the culture and ultimately undergoing a circumcision carried out by a traditional surgeon. Footage shot by AP Television News on Sunday showed the 23-year-old grandson of the struggle icon wrapped in a blanket, his face painted red, returning to their family homestead in Qunu, in South Africa's Eastern Cape.

Men and women awaited Bambatha Mandela with meat from a freshly slaughtered sheep. Some women sang traditional songs, others laughed and called out to their friends.

Family members had hoped Nelson Mandela would be home for the ceremony, but government officials say Mandela remains under care at a hospital in South Africa's capital, Pretoria. Mandela, imprisoned for 27 years by South Africa's former white-ruled government, always lamented the fact he was unable to visit and stay in touch with his family.

Mandela, South Africa's first democratically elected president, was admitted to the hospital on Dec. 8, the government has said. At first, officials said he was undergoing tests and later they acknowledged he had been diagnosed with a lung infection.

The Nobel laureate has a history of lung problems, after falling ill with tuberculosis in 1988 toward the tail-end of his years in prison before his release and subsequent presidency. While doctors said at the time the disease caused no permanent damage to his lungs, medical experts say tuberculosis can cause problems years later for those infected.

On Saturday, Mandela underwent endoscopic surgery to remove gallstones, a procedure in which a patient usually receives sedatives and an anesthetic to allow a surgeon to put an endoscope down their throat, authorities say. The surgeon then can remove the gallstones, which are small, crystal-like masses that can cause a person tremendous pain.

Mandela's 10-day hospital stay, his longest since leaving prison in February 1990, has sparked increasing concern about a man who represents the aspirations of a country still struggling with race and poverty. South Africa, a nation of 50 million people, reveres Mandela for his magnanimity and being able to bridge racial gaps after centuries of white racist rule.

Rock legends take to New York stage for storm Sandy victims

NEW YORK (Reuters) - Bruce Springsteen, Jon Bon Jovi and the Rolling Stones joined with actors and comedians in headlining a benefit concert on Wednesday for victims of Superstorm Sandy, which six weeks ago devastated scores of communities along the coastline of the U.S. northeast coastline.

The celebrity-packed "12-12-12" concert at New York's Madison Square Garden stretched on for nearly five hours, and organizers said it was distributed to nearly 2 billion people worldwide through television feeds, radio and online streaming.

"How do I begin again? My city's in ruins," Springsteen sang to the packed crowd. He was joined by fellow New Jersey native Jon Bon Jovi for "Born to Run," ushering in a night of musical duets.

Next up, Pink Floyd's Roger Waters performed alongside Pearl Jam's Eddie Vedder, and later Paul McCartney jammed with the surviving members of "Nirvana."

"This has got to be the largest collection of old English musicians ever assembled in Madison Square Garden," Mick Jagger told the crowd. The Stones, in the midst of a brief U.S. tour, performed "You Got Me Rocking" and "Jumpin' Jack Flash."

Chris Martin of Coldplay jokingly suggested audience members should calculate the average age of the night's performers and agree to donate that much. "And I think you'll raise billions," he said.

At the end of the concert, R&B singer Alicia Keys closed the show with "Empire State of Mind."

To help with the fundraising, celebrities such as Kristen Stewart, Jake Gyllenhaal, Chelsea Clinton and Billy Crystal took part in a telethon during the concert.

Comedian Adam Sandler took the stage for a Sandy-themed spoof on Leonard Cohen's "Hallelujah," rhyming the title with "Sandy, Screw Ya!"

Backstage, actress Susan Sarandon recounted losing power in her New York home but said that was a small hardship compared with the real victims who lost their homes.

Steven Van Zandt, guitarist of the E Street Band, scolded "the oil companies" and "Wall Street guys" for not doing more to help.

"Even with the music business not what it used to be ... we are proud to be here," he said.

The concert was broadcast live on television, radio, movie theaters, on Facebook and iHeartRadio, and streamed on digital billboards in New York's Times Square, London and Paris.

EXPANDING FUNDRAISING'S REACH

More than 130 people were killed when Sandy pummeled the East Coast of the United States in October. Thousands more were left homeless as the storm tore through areas of New York, New Jersey and Connecticut, causing billions of dollars in damage.

Throughout the show, celebrities shared memories of growing up in New York City or the Jersey Shore, and offered shout-outs to first responders.

"Watching my hometown get pummeled was devastating to watch," said actor-comedian Crystal, who grew up on Long Beach, Long Island. "It's a helpless feeling of what's in store for us maybe in the future."

As the show neared its finale, organizers said it had raised $30 million from corporate sponsors, ticket sales and donations. The total raised from called-in pledges will take more time to calculate, said a spokesman for the Robin Hood foundation, the concert's major beneficiary.

Donations raised from the concert produced by Clear Channel Entertainment and the Weinstein Co, will all go to the Robin Hood Relief Fund, which will provide money and materials to groups helping people hardest hit by the storm.

New Jersey is expected to take 40 percent of the total, while the rest will be divided up between New York City, Long Island and Connecticut.

The lineup features Oakland's "Gucci Gucci" girl, Baltimore's young club diva and M.I.A. prot?g? Rye Rye, Tyga-signed ratchet Honey Cocaine, and Tumblr-wave posse-cut pest Chippy Nonstop. I support Kreay's girl-power move and the #rare femalecentric rap atmosphere that this show no doubt will produce?but Kreayshawn is still the person who gave the world one and a half catchy songs (I'm gonna go 'head and give her a half credit for "Bumpin Bumpin") before bringing in the mercifully short-lived White Girl Mob, which exposed innocent ears to V-Nasty (along with her love of the Nas-word) and BAYTL. When Kreay's million-dollar album (you'll recall that she was the first in the latest wave of major-label-desperation rap signings) tanked in the first week, people couldn't wait to clown. Not even the discovery that her mom was in the Trashwomen could save all that. Toronto-bred Honey Cocaine, for all her aggro bluster, hasn't produced a captivating bar of music to her name, sounding at her best like a couple of other rappers?heavy pour of Nicki, a dash of Kim?at their worst, which is pretty god-awful. Last and certainly least is Chippy?quite possibly the worst rapper out right now?not offering a discernible speck of rap talent, charisma, or at least enough genuine weirdness to get her past the lamentable level of "unknowing parody." Don't listen to me, though?go to this show and twerk away the emptiness.

Brown's cancer doctor a leader in his field, colleagues say - latimes ...

Dr. Eric J. Small, the oncologist treating Gov. Jerry Brown?s cancer,? is highly respected in the profession and a leading expert on the treatment of prostate cancer, colleagues say.

The governor "is in very good hands,?? said Stuart Holden, the director of the Warschaw Prostate Cancer Center at Cedars-Sinai Medical Center in Los Angeles. Small is "one of the premier medical oncologists who treat prostate cancer in the world.?

Small, who works at UC San Francisco, received his medical degree from Case Western Reserve University School of Medicine in ?Cleveland, did his residency at Harvard University?s Beth Israel Hospital, and had a fellowship in Hematology/Oncology at UC San Francisco.

Since 2001, he has been a clinical professor for the Department of Medicine and Urology at UC San Francisco. In addition to co-directing the urologic oncology program, Small directs the urologic oncology research office, coordinating more than 30 active protocols for the treatment of urologic malignancies, according to his biography.

Dr. David Agus,? a prostate cancer expert who is a professor of medicine and engineering at USC, said Brown is being cared for by "one of the leaders of the country?? in defining which prostate cancer patients need treatment and which can be monitored without radiation.

Sure you can feel like a creep when you find yourself viewing his high school football stats or laughing at an article he wrote for his college newspaper, but doing a quick check at his search results can give you some insight into his interests and his past. Just don't get too wrapped up in the search engine ? it won't tell you everything. You'll have to hear his Donald Trump impression in real life to understand how funny he really is. And, just like some guys seem good on paper, some can look better on Google too.

2. Google Stalking the New Guy
Should you still Google stalk your love interest after you've hung out with him a few times? A new study from BrandYourself found that 43% of U.S. adults have searched potential dates, significant others, or exes. Even though so many of us are doing it, some see searching him online as a curse. I think of it as a necesscity. Ian McKellen Says He Has Had Prostate Cancer for Several Years ...

Ian McKellen, who reprises his "Lord of the Rings" role as Gandalf in "The Hobbit" ?coming to theaters this Friday, has prostate cancer.

The 73-year-old actor broke the news to the U.K.'s Daily Mirror in an interview published on Monday.

?I?ve had prostate cancer for six or seven years,? he explained. ?When you have got it you monitor it and you have to be careful it doesn?t spread. But if it is contained in the prostate it?s no big deal."

It was, however, a big deal when McKellen was first diagnosed.

"You do gulp when you hear the news," he added. "It?s like when you go for an HIV test, you go ?arghhh is this the end of the road??"

The actor's agent, Chris Andrews, denied in a report by?ABC News that McKellen has prostate cancer. Andrews did not respond to requests for comment from TheWrap.

The disease is the third leading cause of cancer death in American men but the "X-Men" star is completely confident that his particular case is "not life threatening."

?Many, many men die from it but it?s one of the cancers that is totally treatable so I have ?waitful watching,'" McKellen continued. "I am examined regularly and it?s just contained, it?s not spreading. I?ve not had any treatment.?

And that's about all he can do for now. Others diagnosed with cancer of the prostate "can have it zapped" or "snipped," he explains, but since the disease is showing no signs of spreading, he doesn't see the point in operating just yet.

UNITED NATIONS (Reuters) - U.N. Secretary-General Ban Ki-moon launched a $2.2 billion initiative on Tuesday to stamp out cholera over the next decade in impoverished Haiti, where an epidemic has killed thousands of people and been blamed on U.N. peacekeepers.

Cholera - an infection causing severe diarrhea that can lead to dehydration and death - has killed some 7,750 Haitians and sickened almost 620,000 since October 2010. It occurs in places with poor sanitation and can be treated with clean fluids.

An independent panel appointed by Ban to study the epidemic issued a May 2011 report that did not determine conclusively how the cholera was introduced to Haiti. But the U.S. Centers for Disease Control and Prevention in June 2011 found that evidence strongly suggested U.N. peacekeepers from Nepal were the source.

The World Health Organization projects up to 112,000 cases in Haiti during 2012.

"Haiti has seen a dramatic fall in infection and fatality rates. But this will not be a short-term crisis. Eliminating cholera from Haiti will continue to require the full cooperation and support of the international community," Ban said.

Ban said Haiti needed $500 million to implement the first two years of the initiative, which will also address the spread of the cholera outbreak to neighboring Dominican Republic.

"The main focus is on the extension of clean drinking water and sanitation systems," Ban said. "But we are also determined to save lives now through the use of an oral cholera vaccine."

"Because global vaccines are in short supply, we will first target high-risk areas: densely populated urban areas and rural areas far removed from health services," he said. "As production increases, the vaccine effort will expand its reach."

Ban announced that $215 million in existing funds from donors would be used to support the initiative, while the United Nations would contribute $23.5 million on top of $118 million the U.N. system has already spent on the cholera outbreak.

"I will use every opportunity in the months ahead to mobilize even more funding," Ban said.

Haiti's Prime Minister Laurent Lamothe told Reuters in September that the epidemic was "regrettable" but had been brought under control. {ID:nL1E8KQ8WX]

Haiti is still struggling to lift itself from the rubble left by an earthquake in January 2010 that killed about 300,000 people and left more than 1.5 million homeless. Lamothe said 1.2 million of those had been moved back into homes, while the United Nations said 390,000 were still living in tent camps.
