Top figures barred from Iran's June ballot

TEHRAN, Iran (AP) ? Iran's election overseers removed potential wild card candidates from the presidential race Tuesday, blocking a top aide of outgoing President Mahmoud Ahmadinejad and a former president who revived hopes of reformers.

Their exclusion from the June 14 presidential ballot gives establishment-friendly candidates a clear path to succeed Ahmadinejad, who has lost favor with the ruling clerics after years of power struggles. It also pushes moderate and opposition voices further to the margins as Iran's leadership faces critical challenges such as international sanctions and talks with world powers over Tehran's nuclear program.

The official ballot list, announced on state TV, followed a nearly six-hour delay in which the names were kept under wraps. That raised speculation that authorities allowed some time for appeals by the blackballed candidates and their backers to Supreme Leader Ayatollah Ali Khamenei, who has final say in all matters.

But the official slate left off two prominent but divisive figures: former President Akbar Hashemi Rafsanjani and Ahmadinejad protege Esfandiar Rahim Mashaei. The decision also appeared to remove many potential surprise elements in the race, including whether Rafsanjani could revitalize the reform movement or if Ahmadinejad could play a godfather role in the election with his hand-picked political heir.

Instead, those cleared by the candidate-vetting Guardian Council included eight high-profile figures considered firm and predictable loyalists to the ruling Islamic establishment such as former Foreign Minister Ali Akbar Velayati, Tehran Mayor Mohammad Bagher Qalibaf and Iran's top nuclear negotiator, Saeed Jalili.

Any of the choices would create a possibly seamless front between the ruling clerics and presidency after years of political turmoil under Ahmadinejad, who tried to challenge the theocracy's vast powers to make all major decisions and set key policies. Iran's presidency, meanwhile, is expected to convey the ruling clerics' views on the world stage and not set its own diplomatic agenda.

Mashaei called the decision unfair and said he will appeal to Khamenei. "God willing this will be resolved," semiofficial Fars news agency reported late Tuesday.

Rafsanjani did not comment, but his supporters denounced the decision on social media.

While the election is not expected to bring major shifts in Iran's position on its nuclear program ? which Tehran insists is peaceful despite Western fears it could lead to atomic weapons ? it could open opportunities to renew stalled talks with a six-nation group that includes the U.S.

On Tuesday, Foreign Ministry spokesman Abbas Araqchi said Iran's nuclear stance will "not change either before or after the election."

The ballot rejection of Mashaei brought little shock.

He has been badly tarnished by Ahmadinejad's feuds with the ruling clerics. Hard-liners have denounced Mashaei as part of a "deviant current" that seeks to undermine the country's Islamic system ? which made ballot approval highly unlikely.

This leaves Ahmadinejad politically orphaned going into the final weeks in office. He still has significant public support and could try to bargain with other candidates or break away and start his own political movement.

Few powerful voices came to Mashaei's defense in a sign of Ahmadinejad's fallen fortunes. But the case for Rafsanjani was more complicated.

His unexpected decision for a comeback bid ? 16 years after leaving office ? jolted hard-line foes and was cheered by beleaguered reformists and liberals after years of crackdowns.

Rafsanjani faced a barrage of attacks in the past week from powerful critics who suggested the 78-year-old does not have the stamina for the presidency and is disgraced for criticizing the heavy-handed tactics used to crush protests following Ahmadinejad's disputed re-election in 2009.

Rafsanjani's youngest daughter, Faezeh, was released from jail in March after serving a six-month sentence in connection with the postelection chaos. His middle son, Mahdi, also is to stand trial in coming weeks for his alleged role in the riots.

Late Monday, authorities closed down the Tehran headquarters of Rafsanjani's youth supporters.

But Rafsanjani still carries a legacy with a sweeping reach.

Moderates see him as a pragmatist who can deal deftly with the West and use his skills as patriarch of a family-run business empire to help repair Iran's economy, battered by sanctions and mismanagement. Others, even ideological foes, respect his high-profile role in the 1979 Islamic Revolution as the closest confidant of its spiritual leader, Ayatollah Ruhollah Khomeini.

In a sign of possible lobbying on Rafsanjani's behalf, he received apparent support from some influential members of the Assembly of Experts ? the only group with the power to dismiss the supreme leader. Rafsanjani was pushed out as the group's chairman after failing to get enough support to leverage possible concessions from Khamenei on the 2009 postelection clampdowns.

One member, Ayatollah Mohieddin Haeri Shirazi, sent a letter to Khamenei saying "omitting a prominent figure from the election was incompatible" with giving wide choices to voters, the semiofficial ISNA news agency reported.

Another assembly member, Ayatollah Mohammad Vaez Mousavi, told the semiofficial ILNA news agency that Rafsanjani's age is not a weak point and many Iranian leaders "accepted responsibilities when they were quite old."

Prominent political analyst Saeed Leilaz said the "intensified defamation campaign" suggested worry among hard-liners that Rafsanjani had a real potential to rally moderates and others and win the election.

"What matters today is who can save the country's economy," he said, "Who has a plan to take Iran away from isolation and improve living conditions."

Mars rover Opportunity examines clay clues in rock

May 18, 2013 ? NASA's senior Mars rover, Opportunity, is driving to a new study area after a dramatic finish to 20 months on "Cape York" with examination of a rock intensely altered by water.

The fractured rock, called "Esperance," provides evidence about a wet ancient environment possibly favorable for life. The mission's principal investigator, Steve Squyres of Cornell University, Ithaca, N.Y., said, "Esperance was so important, we committed several weeks to getting this one measurement of it, even though we knew the clock was ticking."

The mission's engineers at NASA's Jet Propulsion Laboratory, Pasadena, Calif., had set this week as a deadline for starting a drive toward "Solander Point," where the team plans to keep Opportunity working during its next Martian winter.

"What's so special about Esperance is that there was enough water not only for reactions that produced clay minerals, but also enough to flush out ions set loose by those reactions, so that Opportunity can clearly see the alteration," said Scott McLennan of the State University of New York, Stony Brook, a long-term planner for Opportunity's science team.

This rock's composition is unlike any other Opportunity has investigated during nine years on Mars -- higher in aluminum and silica, lower in calcium and iron.

The next destination, Solander Point, and the area Opportunity is leaving, Cape York, both are segments of the rim of Endeavour Crater, which spans 14 miles (22 kilometers) across. The planned driving route to Solander Point is about 1.4 miles (2.2 kilometers). Cape York has been Opportunity's home since the rover arrived at the western edge of Endeavour in mid-2011 after a two-year trek from a smaller crater.

"Based on our current solar-array dust models, we intend to reach an area of 15 degrees northerly tilt before Opportunity's sixth Martian winter," said JPL's Scott Lever, mission manager. "Solander Point gives us that tilt and may allow us to move around quite a bit for winter science observations."

Northerly tilt increases output from the rover's solar panels during southern-hemisphere winter. Daily sunshine for Opportunity will reach winter minimum in February 2014. The rover needs to be on a favorable slope well before then.

The first drive away from Esperance covered 81.7 feet (24.9 meters) on May 14. Three days earlier, Opportunity finished exposing a patch of the rock's interior with the rock abrasion tool. The team used a camera and spectrometer on the robotic arm to examine Esperance.

The team identified Esperance while exploring a portion of Cape York where the Compact Reconnaissance Spectrometer for Mars (CRISM) on NASA's Mars Reconnaissance Orbiter had detected a clay mineral. Clays typically form in wet environments that are not harshly acidic. For years, Opportunity had been finding evidence for ancient wet environments that were very acidic. The CRISM findings prompted the rover team to investigate the area where clay had been detected from orbit. There, they found an outcrop called "Whitewater Lake," containing a small amount of clay from alteration by exposure to water.

"There appears to have been extensive, but weak, alteration of Whitewater Lake, but intense alteration of Esperance along fractures that provided conduits for fluid flow," Squyres said. "Water that moved through fractures during this rock's history would have provided more favorable conditions for biology than any other wet environment recorded in rocks Opportunity has seen."

NASA's Mars Exploration Rover Project launched Opportunity to Mars on July 7, 2003, about a month after its twin rover, Spirit. Both were sent for three-month prime missions to study the history of wet environments on ancient Mars and continued working in extended missions. Spirit ceased operations in 2010.

Skydiving is never 'plane sailing'

May 17, 2013 ? Skydivers show the same level of physical stress before every jump whether a first-timer or experienced jumper, say Northumbria researchers.

Previous laboratory studies have observed that when an individual is repeatedly exposed to a stressful situation, such as public speaking or performing mental arithmetic in front of an audience, their physiological responses -- levels of arousal and stress hormones -- decrease as they become accustomed to it. Such studies conclude that the more you are exposed to a stressor, the less you will respond to it.

Scientists at Northumbria University, led by Dr Michael Smith, set out to discover whether the same affect would occur in a real world setting.

The researchers studied 24 healthy male skydivers -- 11 novices carrying out their first solo skydive, and 13 experienced skydivers who had completed at least 30 jumps -- asking them to self-report their level of anxiety and also taking saliva samples to measure levels of the stress hormone cortisol before and after the jump.

They found that, although novice skydivers reported feeling more anxious prior to the jump than experienced skydivers, both sets of jumpers responded with the same levels of biological stress reactions to the jump.

Their study, published online this month in Physiology & Behavior, is the first to observe that skydiving increases levels of cortisol which does not reduce even with repeated exposure to jumping. The results also indicate that self-reports of anxiety in experienced skydivers did not match up with their actual biological stress reactions. Though they may not have perceived themselves as being as anxious as the novice skydivers, their bodies still showed the same stress reactions as a first time jumper.

Dr Michael Smith, Senior Lecturer in Psychology, said: "This study is significant because it reveals how people respond to stressors in the real world. Very few studies have been able to examine people's true reactions as it would be unethical to deliberately and repeatedly expose volunteers to severe stress in a laboratory situation. Therefore, the most stressful laboratory situations have tended to be exercises in public speaking or performing difficult tasks in front of an audience.

"We used skydiving as our 'real world' stressor because it is an activity that does pose a genuine risk to safety and survival. Although repeated exposure to a stressor dampens the stress response in the laboratory, our findings show that this is not the case for real life stressors which pose a threat to survival."

The findings highlight the usefulness of skydiving as a naturalistic stressor in future research.

Wall Street bonuses, staff levels to rise in 2013: consultant

NEW YORK (Reuters) - Wall Street bonuses and staff levels are expected to rise this year as trading and dealmaking activity pick up, according to a closely watched report released on Friday by a compensation consulting firm.

Johnson Associates Inc predicts that senior bank executives will receive bonus increases of 5 percent to 15 percent, with investment bankers getting the biggest potential bonus increases of up to 20 percent.

The firm, headed by longtime industry pay consultant Alan Johnson, cited "signs of economic recovery in the United States and positive market momentum" in its report, but also noted that new regulations and a slowdown in Europe may weigh on bank profits and employee compensation.

Johnson Associates predicts that banks and other Wall Street firms will grow headcount by 5 percent to 10 percent this year. Cost-cutting initiatives in 2011 and 2012 helped support bank profits, as trading and dealmaking revenues were soft.

The firm predicts that advisory bankers will receive bonus increases of 5 percent to 15 percent, while underwriting bankers will receive bonus increases of 10 percent to 20 percent. The firm expects employees of equities and fixed-income trading divisions to receive bonus increases of 5 percent to 15 percent. Bonuses in other areas including prime brokerage, asset management, hedge funds and private equity are expected to rise in similar ranges.

Commercial banking and retail banking were the only areas Johnson Associates expects to have flat to 5 percent bonus increases.

Human skin cells converted into embryonic stem cells: First time human stem cells have been produced via nuclear transfer

May 15, 2013 ? Scientists at Oregon Health & Science University and the Oregon National Primate Research Center (ONPRC) have successfully reprogrammed human skin cells to become embryonic stem cells capable of transforming into any other cell type in the body. It is believed that stem cell therapies hold the promise of replacing cells damaged through injury or illness. Diseases or conditions that might be treated through stem cell therapy include Parkinson's disease, multiple sclerosis, cardiac disease and spinal cord injuries.

The research breakthrough, led by Shoukhrat Mitalipov, Ph.D., a senior scientist at ONPRC, follows previous success in transforming monkey skin cells into embryonic stem cells in 2007. This latest research will be published in the journal Cell online May 15 and in print June 6.

The technique used by Drs. Mitalipov, Paula Amato, M.D., and their colleagues in OHSU's Division of Reproductive Endocrinology and Infertility, Department of Obstetrics & Gynecology, is a variation of a commonly used method called somatic cell nuclear transfer, or SCNT. It involves transplanting the nucleus of one cell, containing an individual's DNA, into an egg cell that has had its genetic material removed. The unfertilized egg cell then develops and eventually produces stem cells.

"A thorough examination of the stem cells derived through this technique demonstrated their ability to convert just like normal embryonic stem cells, into several different cell types, including nerve cells, liver cells and heart cells. Furthermore, because these reprogrammed cells can be generated with nuclear genetic material from a patient, there is no concern of transplant rejection," explained Dr. Mitalipov. "While there is much work to be done in developing safe and effective stem cell treatments, we believe this is a significant step forward in developing the cells that could be used in regenerative medicine."

Another noteworthy aspect of this research is that it does not involve the use of fertilized embryos, a topic that has been the source of a significant ethical debate.

The Mitalipov team's success in reprogramming human skin cells came through a series of studies in both human and monkey cells. Previous unsuccessful attempts by several labs showed that human egg cells appear to be more fragile than eggs from other species. Therefore, known reprogramming methods stalled before stem cells were produced.

To solve this problem, the OHSU group studied various alternative approaches first developed in monkey cells and then applied to human cells. Through moving findings between monkey cells and human cells, the researchers were able to develop a successful method.

The key to this success was finding a way to prompt egg cells to stay in a state called "metaphase" during the nuclear transfer process. Metaphase is a stage in the cell's natural division process (meiosis) when genetic material aligns in the middle of the cell before the cell divides. The research team found that chemically maintaining metaphase throughout the transfer process prevented the process from stalling and allowed the cells to develop and produce stem cells.

"This is a remarkable accomplishment by the Mitalipov lab that will fuel the development of stem cell therapies to combat several diseases and conditions for which there are currently no treatments or cures," said Dr. Dan Dorsa, Ph.D., OHSU Vice President for Research. "The achievement also highlights OHSU's deep reproductive expertise across our campuses. A key component to this success was the translation of basic science findings at the OHSU primate center paired with privately funded human cell studies."

One important distinction is that while the method might be considered a technique for cloning stem cells, commonly called therapeutic cloning, the same method would not likely be successful in producing human clones otherwise known as reproductive cloning. Several years of monkey studies that utilize somatic cell nuclear transfer have never successfully produced monkey clones. It is expected that this is also the case with humans. Furthermore, the comparative fragility of human cells as noted during this study, is a significant factor that would likely prevent the development of clones.

"Our research is directed toward generating stem cells for use in future treatments to combat disease," added Dr. Mitalipov. "While nuclear transfer breakthroughs often lead to a public discussion about the ethics of human cloning, this is not our focus, nor do we believe our findings might be used by others to advance the possibility of human reproductive cloning."

McConnell tells Obama 'no more stonewalling' in IRS scandal

WASHINGTON (Reuters) - Senate Republican leader Mitch McConnell called on President Barack Obama on Tuesday to make available for questioning everyone who knew about the Internal Revenue Service's targeting of conservative groups, and demanded "no more stonewalling."

With Congress preparing to hold hearings on the IRS's holding conservative groups to extra scrutiny, McConnell said he was "calling on the president to make available, completely and without restriction, everyone who can answer the questions we have as to what was going on at the IRS, who knew about it, and how high it went."

"No more stonewalling, no more incomplete answers, no more misleading responses, no holding back witnesses, no matter how senior their current or former positions ? we need full transparency and cooperation," McConnell, of Kentucky, said on the Senate floor.

The scandal was ignited on Friday when an IRS official revealed at a meeting of tax lawyers that the agency had inappropriately singled out Tea Party movement and other conservative groups for extra examination of their claims for tax-exempt status.

Obama on Monday said the IRS's targeting of the Tea Party and other conservative groups for additional tax scrutiny was outrageous and that any IRS employee involved would be held accountable.

But Obama's words failed to ease the ire of Republicans in Congress and conservative groups, who question how far the IRS went and who set the policy.

Republicans as well as Obama's fellow Democrats promise congressional hearings that are expected to sap energy from Obama's legislative agenda, including his push to overhaul the nation's immigration system.

Citing media reports, McConnell said, "targeting wasn't limited to an IRS office out in Cincinnati ? as the administration suggested last week ? but that it reached all the way to IRS headquarters in Washington."

"What we don't know at this point is whether it jumped the fence from the IRS to the White House," the Senate Republican leader said.

"But we do know this: we can't count on the administration to be forthcoming about the details of this scandal ? because so far they've been anything but."

The targeting began in 2010, shortly after the emergence of the conservative Tea Party movement, which helped Republicans, in the election that year, pick up seats in the Senate and control of the House of Representatives.

Google adds 'Send Money' option to Gmail and Google Wallet

Send money to anyone for free from a linked bank account; with small fees via credit cards

It wasn't a headline part of the Google I/O 2013 keynote, but the Google Commerce Blog has just dropped a pretty sweet feature on us -- the ability to send money to anyone from Gmail with Google Wallet. The option is being rolled into Gmail as just another thing that you can attach when sending a message. Right next to the paperclip for attaching files you'll see a "$" icon where you can click and send money free of charge to the recipient -- who doesn't have to have a Gmail account -- if you have a bank account connected to your Google Wallet account. Transfers sent by an attached credit or debit card are assessed a small transaction fee, and it is clearly shown when sending whether or not there will be a fee.

The ability to send money via Gmail will roll out over the coming months to U.S. residents over the age of 18, and won't be available on mobile through the Gmail app but will be possible with the Google Wallet mobile website. We would expect that once the security aspect of sending money on mobile gets figured out that the feature will hit the Gmail for Android app eventually.

US retail sales rise in April on cars, clothing

(AP) ? Americans increased their spending in April at retail businesses, buying more cars and clothes while paying less for gas. The rebound from a weak March suggests consumers may help boost economic growth again this spring.

Retail sales edged up 0.1 percent in April from March, the Commerce Department said Monday. That's an improvement from a 0.5 percent decline in March, which was the largest drop in nine months.

The April gain was stronger when taking out the effect of lower gas prices, which reduced sales at gas stations 4.7 percent ? the largest decline since December 2008. The retail sales report is not adjusted for price changes.

When excluding gas station sales, retail spending rose 0.7 percent. And core retail sales, exclude gas, autos and building supplies, increased 0.5 percent. Economists pay close attention to core sales because they strip out the most volatile categories.

Sales of autos rose 1 percent in April, rebounding from a 0.6 percent drop in March. Sales at clothing stores increased 1.2 percent and sales at general merchandise stores, a category that covers department stores, rose 1 percent. Sales were also strong at building materials and garden supply stores and electronics and appliance stores.

Consumers increased their spending in April, despite paying higher Social Security taxes that has reduced their paychecks this year. Their spending will likely add to economic growth in the April-June quarter. Consumer spending makes up roughly 70 percent of economic activity.

"This is a good start to the second quarter," said Jennifer Lee, senior economist at BMO Capital Markets. "The rest of the year is expected to rise further on stronger household finances."

The economy grew at a 2.5 percent annual rate from January through March, up from a 0.4 percent rate in the October-December quarter of 2012. The gain was largely because of the fastest growth in consumer spending in more than two years.

But most of the increase came from greater spending at the start of the quarter. Consumers cut back sharply on retail spending in March, while paying more for utilities to heat their homes during a colder-than-usual month.

Some economists worried that the weak month of spending in March was a sign that the tax increase was starting to catch up with the consumer.

But other factors appear to have made the consumer more resilient.

Steady job growth helped offset some of the pain from the tax increase. The economy added 165,000 jobs in April. And it has created an average of 208,000 jobs a month since November. That's well above the monthly average of 138,000 for the previous six months.

Cheaper gas is leaving consumers with more disposable income. The national average price has risen slightly over the past week to $3.58 a gallon. But it is still 21 cents lower than the peak price reached on Feb. 27.

And a surging stock market and increases in home prices may be making consumers feel wealthier and more inclined to spend.

The economy is benefiting from the Federal Reserve's aggressive stimulus actions, which have lowered borrowing costs for consumers and businesses and helped lift the stock market to record highs. The Fed has said it plans to keep short-term interest rates at record lows at least until unemployment falls to 6.5 percent.

(AP) ? The dollar soared above 100 yen for the first time in more than four years Friday, driven by improved U.S. economic figures and Tokyo's aggressive credit-easing that aims to revive Japan's sluggish economy.

The U.S. dollar rose as high as 101.18 yen, the first time since April 2009 that the greenback has traded above 100 yen. The move lifted Japanese stocks to their highest level in more than five years.

The weaker yen is a boon to Japan's major auto and electronics exporters. The government said the yen's fall signaled that Prime Minister Shinzo Abe's policy mix of increased public spending and aggressive monetary easing, dubbed "Abenomics," was proving successful. Kick-starting the economy has been Abe's top priority since he took office late last year.

"With Abenomics, we hope that the Japanese economy will grow and can contribute to the global economy," said Yoshihide Suga, the chief Cabinet spokesman. "It's better that stocks are high than low. We believe this is a sign that our policies are progressing well."

Japan's Nikkei 225 stock average was up 3.1 percent in afternoon trading at 14,629.80, the highest since January 2008.

Japan's monetary easing, and expectations it will help reverse persistent deflation, have helped drive the value of the yen down by more than 20 percent against the dollar since October, when it was trading at around 78 yen.

The yen's sustained fall has riled some of Japan's trading partners but generally won support from leaders of other big economies eager to see the world's third-biggest economy recover from two decades of stagnation. Abe has pushed both fiscal and monetary stimulus strategies to help Japan end a long bout of deflation and support domestic demand.

Japanese officials have fought accusations that Tokyo may be manipulating its currency to give its exporters a boost, and so far international financial institutions generally have backed Abe's approach.

"The accommodative plan of the Bank of Japan is quite ambitious," Naoyuki Shinohara, deputy director of the International Monetary Fund, told reporters in Tokyo. "The easy monetary policy will cause the currency to depreciate. That is axiomatic," he said.

Optimism about the U.S. economy also lifted the dollar after several positive indicators were released. The Labor Department said Thursday that unemployment claims fell to the lowest level in more than five years. And last week, figures showed that the U.S. economy had added 165,000 jobs in April, lowering the unemployment rate fell to 7.5 percent.

"Worries began to grow that U.S. economy wasn't doing so well, but in May the figures improved. So with concerns about the U.S. easing, the dollar is rising," said Takuya Kanda, a currency analyst at Gaitame.com Research Institute in Tokyo.

"If U.S. economy improves, and the Bank of Japan's aggressive easing continues ... that will lead to further dollar strength and yen weakness," said Kanda, who predicts the dollar will rise to 110 yen this year.

A weaker yen helps Japan's key exporters by boosting overseas earnings when repatriated and by making goods produced within Japan for export more affordable in markets abroad. However, it raises costs in yen terms of the imported crude oil and natural gas that resource-scarce Japan must rely on to keep its industries humming and power its cities.

The central bank, under its new governor Haruhiko Kuroda, has vowed to double the monetary base through purchases of government bonds to meet a 2 percent inflation target within the next two years.

By joining the U.S. Federal Reserve and other major central banks in flooding the economy with cash, the Bank of Japan hopes to get corporations and consumers to begin spending more and end a long malaise.

But Abenomics faces risks, too, including the impact of increased public spending on Japan's already enormous national debt and whether higher inflation will also push up interest rates, raising borrowing costs.

"I think Abenomics is being evaluated well so far," Kanda said. "But people will be watching closely how his policies will unfold and impact the broader economy."

Shinohara, the IMF official, said he believed Japan's financial markets would adjust after a period of volatility brought on by its massive monetary easing, but he expressed concern over the country's burgeoning public debt, which is more than twice the size of its economy and double the average for other industrial economies.

"The IMF's mission is to watch for risk factors, and the fiscal stimulus is of concern because it must be accompanied by a credible plan for fiscal consolidation."

Australian rider Adam Hansen won the hilly and rainy seventh stage of the Giro d'Italia with a solo breakaway while Benat Intxausti of Spain took the overall leader's pink jersey on Friday.

It was a difficult day for Tour de France champion Bradley Wiggins, who had trouble negotiating the slippery roads on a technical descent shortly before the finish. He fell at one point but did not appear to suffer a major injury. Still, he appeared unnerved and lost more than a minute to the other contenders.

Hansen, who rides for the Lotto Belisol team, clocked more than 4 ? hours over the 176-kilometre leg from San Salvo to Pescara.

Enrico Battaglin of Italy finished in second place, one minute, seven seconds behind, and 2007 Giro winner Danilo Di Luca of Italy was third with the same time.

Intxausti, who rides for the Movistar team, took a five-second lead over top contender Vincenzo Nibali of Italy, with defending champion Ryder Hesjedal of Victoria eight seconds back in third.

Wiggins is 1:32 behind, although he could make up a big chunk of time in stage 8 on Saturday, a 55-kilometre individual time trial from Gabicce Mare to Saltara where he'll be the top favourite.

Hansen broke away from the main pack with other riders just 30 kilometres into the stage then attacked his last breakaway companion, Emanuele Sella of Italy, with 20 kilometres to go.

"Our team tactics were to get in a breakaway and today was the day we thought best to be in the break," Hansen said. "This is the biggest win of my life."

Sella also fell twice, and Nibali slid nearly 10 metres across the road during a downhill attack. He also appeared to avoid serious injury.

Many other riders also fell.

"I wanted to earn some time before tomorrow's time trial," Nibali said. "It would have been better without the fall."

The race ends May 26 in Brescia.

Live: Obama touts health law ahead of Mother's Day

President Barack Obama on Friday touted his health care law's benefits for women, whose response to the program the White House believes will be key to its success.

"Moms so often put themselves last," Obama said at an event in the White House East Room which was tied to Mother's Day. This is "particularly true when it comes to things like health care."

The event represented the beginning of a campaign that the White House will undertake to spread information and get mothers to encourage their adult children to enroll in health care "exchanges."

There is "so much misinformation" surrounding the law, the president said Friday, that "people may not have a sense of what the law actually does."

Hispanics and African-Americans will be major target groups for enrollment in the program officially know as the "Affordable Care Act", which is set to begin in October, a White House senior administration official said on Friday. But the White House believes young people are the single most important group for the success of the health care exchanges, which will be established by states and the federal government, the official said.

Stability for the program and the cost of insurance premiums is dependent upon young people: 2.7 million healthy 18- to 35-year-olds not currently covered, to be exact, according to the official. Participation by these young people will offset the higher costs of covering seniors. But the challenge is getting young and presumably healthy people to sign up.

That's where the White House says women come in.

Mothers will be key in encouraging their sons and daughters to sign up, officials said on Friday.

The White House will conduct outreach at the local level, in part, by using tools from the campaign trail, but will also rely on centers for Medicare and Medicaid services, hospitals, community health centers, local churches and community leaders to get their message out, officials said.

Overall, the Congressional Budget Office projects 7 million enrollees in 2014.

But many Republicans have issued dire predictions about implementation of the health care law, and some Democrats have added their voices to those expressions of concern.

Obama conceded Friday that there have been "mistakes and hiccups" already and specifically identified the original release of a 21 page application as a misstep. Following a widespread negative reaction to the lengthy form, the White House released a three page version because, Obama said, the White House realized "we can do better than that."

The White House believes they will have the upper hand in Republican attacks on Obamacare after people enroll. Then, Republicans will look like they are trying to take health care insurance away from Americans, the official said, instead of an abstract concept.

Republicans are continuing their assault on the controversial program with House Republicans planning a vote next week on whether to fully repeal the law.

?The president?s health care law is a train wreck for men and women alike, and that?s why a majority of Americans support Republican efforts to repeal it to protect their health care-- and their jobs," House Speaker John Boehner said in a statement on Friday. "Next week, the House will act to repeal the law that is increasing health care costs, reducing access to quality health care, and making it harder for small businesses to hire workers. The entire law should be repealed so we can enact a step-by-step, common-sense approach to health care that starts with lowering costs and protecting American jobs.?

The vote is largely political theater.

Republicans have staged dozens of votes to repeal the law in whole or in part in the three years since the measure passed into law. And additionally, if a repeal measure did pass the Republican-controlled House, the Democratic-controlled Senate would kill the effort.

Swedish researchers at the Sahlgrenska Academy, University of Gothenburg, Sweden, report that a simple habit may give significant protection against allergy development, namely, the parental sucking on the baby's pacifier.

Allergies are very common in industrialized countries. It has been suggested that exposure to harmless bacteria during infancy may be protective against the development of allergy. However, it has been difficult to pinpoint which bacteria a baby should be exposed to, and at what time and by which route this exposure should ideally occur.

Swedish researchers at the Sahlgrenska Academy, University of Gothenburg, now report that a simple habit may give significant protection against allergy development, namely, the parental sucking on the baby's pacifier.

In a group of 184 children, who were followed from birth, the researchers registered how many infants used a pacifier in the first 6 months of life and how the parents cleaned the pacifier. Most parents rinsed the pacifier in tap water before giving it to the baby, e.g., after it had fallen on the floor. However, some parents also boiled the pacifier to clean it. Yet other parents had the habit of putting the baby's pacifier into their mouth and cleaning it by sucking, before returning it to the baby.

It was found that children whose parents habitually sucked the pacifier were three times less likely to suffer from eczema at 1.5 years of age, as compared with the children of parents who did not do this. When controlled for other factors that could affect the risk of developing allergy, such as allergy in the parents and delivery by Caesarean section, the beneficial effect of parental sucking on the pacifier remained.

Pacifier use per se had no effect on allergy development in the child. Boiling the pacifier also did not affect allergy development in a statistically proven fashion.

No more upper respiratory infections were seen in the children whose parents sucked on their dummies, as compared with the other children, as evidenced by diaries kept by the parents in which they noted significant events, such as infections.

Saliva is a very rich source of bacteria and viruses, and the researchers believe that oral commensal microbes are transferred from parent to infant when they suck on the same pacifier. When the composition of the bacterial flora in the mouth was compared between infants whose parents sucked on their pacifiers and those whose parent did not, it was found to differ, supporting this hypothesis.

According to "the hygiene hypothesis", the development of allergy can be attributed in part to a paucity of microbial stimulation during early infancy.

"Early establishment of a complex oral microflora might promote healthy maturation of the immune system, thereby counteracting allergy development", says professor Agnes Wold who led the study.

The study, which is published in the scientific journal Pediatrics, was performed by a team that consisted of paediatricians specialized in allergic diseases, as well as microbiologists and immunologists. The research team has previously conducted large-scale studies on the gut microbiota in relation to allergy development and showed in 2009 that a complex gut microbiota very early in life reduces the risk of allergy development.

Decades-old question: Is antibacterial soap safe?

(AP) ? It's a chemical that's been in U.S. households for more than 40 years, from the body wash in your bathroom shower to the knives on your kitchen counter to the bedding in your baby's basinet.

But federal health regulators are just now deciding whether triclosan ? the germ-killing ingredient found in an estimated 75 percent of antibacterial liquid soaps and body washes sold in the U.S. ? is ineffective, or worse, harmful.

The U.S. Food and Drug Administration is planning to deliver a review this year of whether triclosan is safe. The ruling, which will determine whether triclosan continues to be used in household cleaners, could have implications for a $1 billion industry that includes hundreds of antibacterial products from toothpaste to toys.

The agency's review comes amid growing pressure from lawmakers, consumer advocates and others who are concerned about the safety of triclosan. Recent studies of triclosan in animals have led scientists to worry that it could increase the risk of infertility, early puberty and other hormone-related problems in humans.

"To me it looks like the risks outweigh any benefit associated with these products right now," said Allison Aiello, professor at the University of Michigan's School of Public Health. "At this point, it's just looking like a superfluous chemical."

The concerns over triclosan offer a sobering glimpse at a little-known fact: Many chemicals used in everyday household products have never been formally approved by U.S. health regulators. That's because many germ-killing chemicals were developed decades ago before there were laws requiring scientific review of cleaning ingredients.

The controversy also highlights how long it can take the federal government to review the safety of such chemicals. It's not uncommon for the process to drag on for years, since regulators must review volumes of research and take comments from the public on each draft.

In the case of triclosan, Congress passed a law in 1972 requiring that the FDA set guidelines for dozens of common antibacterial chemicals found in over-the-counter soaps and scrubs. The guidelines function like a cookbook for manufacturers, detailing which chemicals can be used in what products, and in what amounts.

In 1978, the FDA published its first tentative guidelines for chemicals used in liquid hand soaps and washes. The draft stated that triclosan was "not generally recognized as safe and effective," because regulators could not find enough scientific research demonstrating its safety and effectiveness.

The FDA published several drafts of the guidelines over the years, but the agency never finalized the results. So, companies have not had to remove triclosan from their products.

Meanwhile, the agency did approve triclosan for use in Colgate's Total toothpaste in 1997, after Colgate-Palmolive Co. submitted data showing that the ingredient helped fight gingivitis.

Then, last summer, the FDA said its review of triclosan would be complete by late 2012. That target date then slipped to February, which has also come and gone. But pressure on the agency from outside critics didn't let up.

In March, a federal appeals court said a lawsuit by the nonprofit Natural Resources Defense Council aimed at forcing the FDA to complete its review could move forward. A three-judge panel reinstated the 2010 lawsuit, which had been tossed out by a lower court, saying the nonprofit group presented evidence that triclosan could potentially be dangerous.

Now, four decades after it was charged with reviewing triclosan, the FDA is planning to complete its review. FDA spokeswoman Stephanie Yao said evaluating triclosan and other antibacterial agents is "one of the highest priorities" for the agency, but did not offer an explanation for the delay.

The FDA's website currently states that "the agency does not have evidence that triclosan in antibacterial soaps and body washes provides any benefit over washing with regular soap and water."

The American Cleaning Institute, a soap and detergent trade organization, says it has provided reams of data to FDA showing that triclosan is both safe and effective.

"Triclosan is one of the most reviewed and researched ingredients used in consumer and health care products," says Brian Sansoni, a spokesman for the group, whose members include Colgate-Palmolive and Henkel Consumer Goods Inc., maker of Dial soap.

While it can take years for the government to make rules, members of Congress say there is little precedent for the FDA's four-decade review of triclosan.

"When FDA first started evaluating the rules governing triclosan's use, Richard Nixon was still president," said Rep. Edward Markey, D-Mass, who asked the FDA to take a closer look at triclosan in 2010 after the European Union banned the chemical from products that come into contact with food.

"Science has evolved, and so should FDA's regulations guiding the use of this chemical in consumer products," he says.

U.S. scientists agree that the FDA's review is overdue. The Endocrine Society, a group of doctors and scientists who specialize in the hormone system, flagged triclosan four years ago as an ingredient that alters levels of thyroid hormones and reproductive hormones like testosterone and estrogen.

"I think the FDA is behind the curb," said Dr. Andrea Gore of the University of Texas at Austin, who was the lead author of the Endocrine Society's statement on hormone disrupting chemicals. "At what point do you draw a line and say we need to take this out of products that are being applied to our skin? What is enough evidence?"

Some Americans are shocked that the FDA has taken so long. Mallory Smith is troubled to learn that the government has never confirmed the safety of antibacterial soap's key ingredient.

Smith, who works for the federal government, says she keeps antibacterial soap in the kitchen to clean her hands after she's handled raw meat.

"As a regular consumer I rely on the government to identify products that are safe for me to use," Smith said. "If something is brought to their attention, they should look into it, and ban the chemical if necessary."

Others are less surprised by the government's multi-decade review. "It sounds like a typical government agency to me: totally unproductive," said David Fisher, who sells restaurant equipment in Arizona.

Ironically, triclosan first became widely used because it was considered safer than an older antibacterial ingredient, hexachlorophene. That chemical was banned from household items in 1972 after FDA scientists discovered that toxic levels could be absorbed through the skin. Several infant deaths in France were connected to baby powder that contained unsafe levels of the chemical, due to a manufacturing error.

Triclosan was initially used in hospitals in the 1970s as a scrub for surgeons preparing to perform an operation. It was also used to coat the surfaces of catheters, stitches and other surgical instruments.

Beginning in the 1990s, triclosan began making its way into hundreds of antibacterial consumer goods, ranging from soap to socks to lunchboxes. The growth has in part been fueled by Americans who believe that antibacterial ingredients provide an added level of protection against germs.

As the use of triclosan has expanded, more scientists have questioned its effectiveness. In 2007, researchers at the University of Michigan and other universities compiled data from 30 studies looking at the use of antibacterial soaps. The results showed soaps with triclosan were no more effective at preventing illness or reducing bacteria on the hands than plain soap.

Other studies have shown that longer hand-washing improves results far more than adding antibacterial ingredients. The Centers for Disease Control recommends washing hands at least 20 seconds. The CDC also recommends using hand sanitizer ? most of which use alcohol or ethanol to kill germs, not chemicals like triclosan ? if soap and water are not available.

Troclosan's safety also has become a growing concern in recent years. To date, nearly all of the research on triclosan's health impact comes from animal studies ?which are not necessarily applicable to humans ? but the findings still have researchers concerned.

A 2009 study by scientists at the Environmental Protection Agency showed that triclosan decreases levels of testosterone and sperm production in male rats. Female rats exposed to triclosan showed signs of early puberty and altered levels of estrogen and thyroid hormones.

And 2010 study by University of Florida researchers found that triclosan interfered with the transfer of estrogen to growing fetuses in pregnant sheep. Estrogen is important in both male and female development because it promotes growth of organs like the lungs and liver.

Sansoni, the soap and detergent industry spokesman, says those animal studies can't be applied to humans and "make exaggerated claims about the damaging effects" of triclosan.

But safety concerns over triclosan don't just involve rats and other animals. Some experts argue that routine use of antibacterial chemicals like triclosan is contributing to a surge in drug-resistant germs, or superbugs, that are immune to antibiotics. Few studies have attempted to track antibiotic resistance tied to Triclosan in the real world. But laboratory studies have shown that antibiotic-resistant strains of E. coli and other bacteria can grow in cultures with high levels of triclosan.

As a result of the growing concerns, some leading medical societies, hospitals and companies have abandoned the chemical.

Kaiser Permanente pulled triclosan from its 37 hospitals across the country in 2010, switching to traditional soaps and alcohol-based hand sanitizers. Kathy Gerwig, Kaiser Permanente's vice president for workplace safety, said the hospital chain decided to phase out triclosan as part of its "precautionary approach" to safety issues.

"If there is credible evidence that a product we're using might have some disadvantages from a health or environmental standpoint, then it's our obligation to look for a safer alternative," Gerwig said.

Johnson & Johnson has pledged to remove triclosan from all of its adult products by the end of 2015. The company says none of its baby products currently contain the ingredient.

"We want people to have complete peace of mind when they use our products," Susan Nettesheim, vice president of product stewardship, said when the company made the announcement last summer.
