RIAA Slams Google For Anti-Piracy Fail

ReadWrite writes, Frustrated and bitter that laws like SOPA and PIPA have yet to get pushed through Congress without those pesky constituents objecting to turning the U.S. government into muscle for entertainment industry, the Recording Industry Association of America (RIAA) is taking out its anger on Google. The music industry lobbying group is accusing the search engine giant of failing to effectively demote search results that lead people to those nasty little download sites. In a blog post on the RIAA site yesterday, Steven M. Marks, EVP & General Counsel, RIAA made it clear that the music copyright?

PA Official Says it's 'Too Soon' for Soccer Match with Israel

The head of the Palestinian Authority?s soccer federation said on Friday it was "too soon" for a match against Israel, as proposed by Barcelona, although he praised the idea.

"This idea would cause a quake in the region if it were to take place, but it is too soon and the ball is in the Israeli camp," said Jibril Rajoub, according to AFP.

"The conditions are not ready for this idea. Israel does not even recognize us as a sporting entity," he added.

Barcelona president Sandro Rosell has suggested a soccer match between Israel and the PA with players from both sides of the conflict as a step towards Middle East peace.

Rosell, who met with Israeli President Shimon Peres on Thursday, travelled to Ramallah the next day for talks with PA Chairman Mahmoud Abbas.

"The idea is to help the two peoples to reach peace with a meeting in which Barcelona stars and players from the two sides would take part," Rosell told a joint press conference with Rajoub, according to AFP.

Several months ago Hamas reacted furiously after the Barcelona soccer team invited Gilad Shalit to attend a Barcelona-Real Madrid derby, demanding that FC Barcelona keep him away, and urging Muslim media not to broadcast the game if the Israeli attended.

"We call on all Muslim, Arab and Palestinian media not to broadcast this game if Shalit attends," Hamas spokesman Sami Abu Zuhri said.

"FC Barcelona's invitation to the criminal Shalit so they can pay homage to him is an offence to sentiments of the Palestinian people and to Arabs and Muslims, because Shalit is an Israeli soldier who was on a tank taking part in the killing of Palestinian civilians when he was captured (in 2006)," he said.

PA soccer player Mahmoud Sarsak later said he would attend the derby, but not in the same stand as Gilad Shalit. Sarsak had been imprisoned in an Israeli jail on terrorism charges and was freed and returned to his home in Gaza after observing a hunger strike of nearly three months.

In an act of protest against Shalit?s invitation to attend the derby, Gazans later held a ?protest game? outside the Red Cross headquarters in Gaza.

Rajoub himself in the past supported an Arab boycott of the Adidas company, because of the sponsorship it gave to the Jerusalem Marathon.

Rajoub claimed that the boycott will send a clear message to all those who think that the Israeli occupation of Jerusalem can be supported. He added that Jerusalem would remain a Muslim and a Christian city.

'Furby' Assault: Ashley Trimmer, 27, Allegedly Used Toy To Attack Boyfriend

We've heard everything from a toy lightsaber to a Swedish sausage being used in an attack, but this furry weapon of choice may be a first.

According to police in Pennsylvania, 27-year-old Ashley Trimmer used a "Furby" toy to assault her live-in boyfriend during an altercation over a Facebook post Wednesday, KDKA reports.

The Moon township resident was arrested and charged with simple assault after the early morning incident.

According to the criminal complaint obtained by the Smoking Gun, two officers arrived at the house shared by Trimmer and her boyfriend, William Ley, after receiving reports of a domestic dispute. Ley told the responding officers that Trimmer first threw the "Furby" toy at him -- striking him on the right side of his face -- before lobbing a Sony PlayStation controller at the other side of his head. The latter injured Ley, causing some bleeding, the report states.

In cases of domestic assault that result in injury, officers are required to make an arrest no matter how minor the harm, Moon police Chief Leo McCarthy revealed to the Pittsburgh Tribune-Review.

Trimmer was released Wednesday after her mother posted $2,000 bail, the Smoking Gun reports.

Secrets of human speech uncovered

Thursday, February 21, 2013

A team of researchers at UC San Francisco has uncovered the neurological basis of speech motor control, the complex coordinated activity of tiny brain regions that controls our lips, jaw, tongue and larynx as we speak.

Described this week in the journal Nature, the work has potential implications for developing computer-brain interfaces for artificial speech communication and for the treatment of speech disorders. It also sheds light on an ability that is unique to humans among living creatures but poorly understood.

"Speaking is so fundamental to who we are as humans ? nearly all of us learn to speak," said senior author Edward Chang, MD, a neurosurgeon at the UCSF Epilepsy Center and a faculty member in the UCSF Center for Integrative Neuroscience. "But it's probably the most complex motor activity we do."

The complexity comes from the fact that spoken words require the coordinated efforts of numerous "articulators" in the vocal tract ? the lips, tongue, jaw and larynx ? but scientists have not understood how the movements of these distinct articulators are precisely coordinated in the brain.

To understand how speech articulation works, Chang and his colleagues recorded electrical activity directly from the brains of three people undergoing brain surgery at UCSF, and used this information to determine the spatial organization of the "speech sensorimotor cortex," which controls the lips, tongue, jaw, larynx as a person speaks. This gave them a map of which parts of the brain control which parts of the vocal tract.

They then applied a sophisticated new method called "state-space" analysis to observe the complex spatial and temporal patterns of neural activity in the speech sensorimotor cortex that play out as someone speaks. This revealed a surprising sophistication in how the brain's speech sensorimotor cortex works.

They found that this cortical area has a hierarchical and cyclical structure that exerts a split-second, symphony-like control over the tongue, jaw, larynx and lips.

"These properties may reflect cortical strategies to greatly simplify the complex coordination of articulators in fluent speech," said Kristofer Bouchard, PhD, a postdoctoral fellow in the Chang lab who was the first author on the paper.

In the same way that a symphony relies upon all the players to coordinate their plucks, beats or blows to make music, speaking demands well-timed action of several various brain regions within the speech sensorimotor cortex.

Brain Mapping in Epilepsy Surgery

The patients involved in the study were all at UCSF undergoing surgery for severe, untreatable epilepsy. Brain surgery is a powerful way to halt epilepsy in its tracks, potentially completely stopping seizures overnight, and its success is directly related to the accuracy with which a medical team can map the brain, identifying the exact pieces of tissue responsible for an individual's seizures and removing them.

The UCSF Comprehensive Epilepsy Center is a leader in the use of advanced intracranial monitoring to map out elusive seizure-causing brain regions. The mapping is done by surgically implanting an electrode array under the skull on the brain's outer surface or cortex and recording the brain's activity in order to pinpoint the parts of the brain responsible for disabling seizures. In a second surgery a few weeks later, the electrodes are removed and the unhealthy brain tissue that causes the seizures is removed.

This setting also permits a rare opportunity to ask basic questions about how the human brain works, such as how it controls speaking. The neurological basis of speech motor control has remained unknown until now because scientists cannot study speech mechanisms in animals and because non-invasive imaging methods lack the ability to resolve the very rapid time course of articulator movements, which change in hundredths of seconds.

But surgical brain mapping can record neural activity directly and faster than other noninvasive methods, showing changes in electrical activity on the order of a few milliseconds.

Prior to this work, the majority of what scientists knew about this brain region was based on studies from the 1940's, which used electrical stimulation of single spots on the brain, causing a twitch in muscles of the face or throat. This approach using focal stimulation, however, could never evoke a meaningful speech sound.

Chang and colleagues used an entirely different approach to studying the brain activity during natural speaking brain using the implanted electrodes arrays. The patients read from a list of English syllables ? like bah, dee, goo. The researchers recorded the electrical activity within their speech-motor cortex and showed how distinct brain patterning accounts for different vowels and consonants in our speech.

"Even though we used English, we found the key patterns observed were ones that linguists have observed in languages around the world ? perhaps suggesting universal principles for speaking across all cultures," said Chang.

Life experiences put their stamp on the next generation: New insights from epigenetics

Feb. 14, 2013 ? The 18th century natural philosopher Jean-Baptiste Lamarck proposed that the necks of giraffes lengthened as a consequence of the cumulative effort, across generations, to reach leaves just out of their grasp. This view of evolution was largely abandoned with the advent of modern genetic theories to explain the transmission of most important traits and many medical illnesses across generations.

However, there has long been the impression that major life events, like psychological traumas, not only have effects on individuals who directly experience these events, but also have effects on their children. For example, cross-generational effects have been well-documented in the children of Nazi death camp survivors. Similar issues have been reported in the context of mood disorders and addiction. Until recently, these trans-generational effects were attributed to changes in the way that parents treated their children or the child's reaction to learning about the parent's history.

In the most recent issue of Biological Psychiatry, Swiss researchers from the University of Zurich and Swiss Federal Institute of Technology, led by Dr. Isabelle Mansuy, discuss how the emergence of the field of epigenetics has introduced a new component to this discussion -- the trans-generational transmission of changes in the regulation of gene expression.

"The question of the inheritance of acquired traits has puzzled biologists and clinicians for decades. Although it has been consistently observed as early as in the 18th century, the time has now come that sufficiently strong and convincing evidence has accumulated to firmly accept it," said Mansuy.

The genetic transmission of traits reflects alterations in genetic structure, i.e., the base pairs that form DNA. Epigenetics, on the other hand, involves cellular processes that do not alter the structure of DNA. Instead, epigenetic mechanisms, including the methylation of DNA or of specific residues on histone "supporter" proteins, influence the extent to which individual genes are converted into messenger RNA. These changes can occur in any cell of the body, but when they occur in the germ cells (sperm or eggs) the changes may be passed to the next generation.

The changes in DNA structure are random events that acquire functional significance in the context of Darwin's "natural selection" process. In contrast, the epigenetic reactions to specific environments are designed to enable that organism to cope with that context. When these traits are passed to the next generation, it is as if the newborn arrives prepared for that specific environment. Problems arise when the epigenetic processes give rise to traits that are not adaptive for the offspring, such as heightened stress reactivity, or when the environment has changed.

"This is a remarkable story with far-reaching implications," commented Dr. John Krystal, Editor of Biological Psychiatry. "There is a suspicion that epigenetic processes may be reversed more easily than genetic traits, exemplified by the development of HDAC inhibitors. This is a rapidly evolving research area that has captured a great deal of attention."

Shark attacks up around the world, in Florida

Last Updated: Monday, February 11, 2013, 9:45 PM

Scholars say shark attacks in the U.S. reached their highest level in a decade last year -- and Florida had almost half of the shark attacks in the country.

The University of Florida's International Shark Attack File released on Monday says the U.S. experienced 53 attacks in 2012, the most since 2000.

Florida led the U.S. with 26 attacks. Brevard and Volusia counties had the most attacks in the state. Brevard had eight attacks and Volusia had seven.

Hawaii had 10 attacks, followed by California and South Carolina with five each, North Carolina with two and one each in Georgia, Massachusetts, New York, Oregon and Puerto Rico. One attack in California was fatal.

The report says there were seven fatalities worldwide, which is lower than 2011 but higher than the yearly average of 4.4 from 2001 to 2010. There were 80 unprovoked attacks worldwide, slightly more than 2011.

Ziopharm proceeds with cancer drug study analysis

NEW YORK (AP) -- Shares of Ziopharm Oncology Inc. climbed Tuesday morning after the drug developer said it will go ahead with data analysis from a late-stage trial of its lead product, the potential cancer treatment palifosfamide.

The New York company said the study of palifosfamide as a treatment for patients with soft tissue sarcoma, which is a cancer that forms in connective tissue, reached enough progression-free survival events to complete data collection and then analysis.

Progression-free survival measures the time before a disease progresses or the patient in the study dies. The study measures how patients taking the drug fare compared to a control group.

Ziopharm will announce initial results from the study in late March. The company, which focuses on developing cancer treatments, has no other products on the market. It also is studying palifosfamide in a late-stage trial for a form of lung cancer and is developing an oral capsule form of the intravenous drug.

Shares climbed 14 percent, or 56 cents, to $4.55 at the start of trading Tuesday. The shares have ranged in price from $3.36 to $6.33 over the past year.

Twitter Explodes With Fears Of Armed Drone Strikes Targeting Chris Dorner

Erroneous newspaper report prompts outrage

Paul Joseph Watson
Infowars.com
February 11, 2013

A newspaper report which erroneously claimed that fugitive Chris Dorner would be the first American to be targeted with surveillance drones on U.S. soil led to a social media freak-out, with Twitter users expressing fears that armed drones had been authorized to assassinate Dorner.

The confusion was prompted by a?UK Express article?which reported that, ?Dorner has become the first human target for remotely-controlled airborne drones on US soil.? The sub-headline of the article made it clear that the technology used would be ?spy drones,? not armed drones.

Firstly, the claim that this incident represents the first time surveillance drones would be used against a U.S. citizen domestically is inaccurate. In 2011, police?used a Predator surveillance drone?against a family in North Dakota who were accused of stealing six cows.

Despite the fact that the report clearly referred to spy drones and not lethal drones, Twitter exploded with hysteria about how Dorner had now been marked for assassination.

As Twitchy documents, ?Many Twitter users are in full-blown freak-out mode,? with innumerable messages condemning the notion that Dorner will potentially become the first American killed on U.S. soil with a drone.

Americans didn?t react with anything like the same level of outrage when?16-year-old Abdulrahman al-Awlaki was assassinated?by an Obama-authorized drone strike in Yemen in 2011.

Despite the confusion, the Dorner case is proving to be a useful poster child for the widespread introduction of drones for law enforcement use in America.

Could police turn to armed drones in the hunt for Dorner, legitimizing the use of technology that has thus far only been deployed against alleged terrorists in places like Afghanistan and Pakistan?

While it?s highly unlikely that lethal drones will be used to assassinate Dorner, a more realistic option would be to deploy the the?ShadowHawk Unmanned Aerial Vehicle, previously used against suspected terrorists in Afghanistan and East Africa, which has the ability to tase suspects from above as well as carrying 12-gauge shotguns and grenade launchers.

The drone, albeit in a surveillance role only, is already being used in Montgomery County, Texas, thanks to a $250,000 Department of Homeland Security grant.

The ShadowHawk is a 50lb mini drone chopper that can be fitted with an XREP taser with the ability to fire four barbed electrodes that can be shot to a distance of 100 feet, delivering ?neuromuscular incapacitation? to the victim. The drone can travel at a top speed of 70MPH and can operate for 3.5 hours over land and sea.

WIth the hunt for Christopher Dorner going cold, authorities have offered a $1 million reward for information leading to the capture of the former LAPD officer, who is wanted for the murder of three people. Dorner has vowed to launch ?asymmetrical warfare? against police after he was fired in 2009 for filing a false complaint of excessive force against his training officer.

Faith Hill wears clear braces to Grammys

By Gael Fashingbauer Cooper, TODAY

Are kids in your life suffering through the adolescent torture of braces on their teeth? Tell them they're not alone. Multiple Grammy Award-winning singer Faith Hill was at the awards show Sunday night with husband Tim McGraw, and she was sporting clear braces on her teeth.

Faith Hill, wearing clear braces, and husband Tim McGraw attend the Grammys.

Hill blamed her need for the orthodontia on childhood bad habits, reports Us Weekly.

"I had braces as a kid. I forgot to wear my retainer," Hill told Arizona country-music radio station KNIX.

Tom Cruise and Nicolas Cage are among the other celebrities who've sported braces as adults.

Jennerex Announces Cancer Research Publication Demonstrating Vascular Targeting Mechanism of Action of Lead Product Candidate, Pexa-Vec (JX-594)

SAN FRANCISCO, CA--(Marketwire - Feb 11, 2013) - Jennerex, Inc., a private, clinical-stage biotherapeutics company focused on the development and commercialization of best-in-class targeted oncolytic immunotherapies for solid tumors, today announced the publication of research demonstrating the ability of its lead product candidate, Pexa-Vec (JX-594), to disrupt the blood supply to a tumor, an important factor in tumor progression. This research, published in Cancer Research, confirms anti-angiogenesis as part of Pexa-Vec's multi-pronged approach to attacking cancer.

Pexa-Vec is an oncolytic immunotherapy designed to 1) rapidly de-bulk tumors via tumor cell lysis, 2) activate an antivascular effect with rapid tumor vascular knockout, and 3) induce a durable immune response against tumors. Pexa-Vec was engineered from vaccinia, which has been used for decades as a vaccine in healthy individuals. Pexa-Vec has been safely administered to over 200 patients and is currently in Phase 2b clinical development for the treatment of advanced HCC and is also being evaluated in other solid tumors

"These are remarkable findings as they provide validation and greater detail about this important mechanism of action of Pexa-Vec," said Caroline Breitbach, director of clinical and translational research at Jennerex and lead author of the paper. "Based on this research, it is clear that Pexa-Vec selectively targets and infects tumor-associated endothelial cells, as well as cancer cells, resulting in disruption of the blood supply and destruction of the tumor, a finding that has not been reported in patients with similar agents."

The Cancer Research publication provides evidence of the second prong of Pexa-Vec's mechanism of action (MOA), its ability to disrupt the tumor vasculature (the blood supply to the tumor) by specifically infecting tumor-associated vascular endothelial cells in humans, while avoiding an effect on normal blood vessels. The research showed that intravenous infusion of Pexa-Vec in preclinical models and in clinical settings resulted in virus replication in tumor-associated endothelial cells, disruption of tumor blood flow, and hypoxia (deprivation of adequate oxygen) within 48 hours, with massive tumor necrosis (death) occurring within five days. Results of tumor biopsies taken from patients participating in a Phase 1 clinical trial of intravenous Pexa-Vec showed dose-dependent endothelial cell infection in tumors. Finally, patients with advanced HCC who were treated with Pexa-Vec in Phase 2 clinical trials experienced disruption of blood supply as early as five days to both injected tumors and tumors distant from injection sites. No toxicities to normal blood vessels or wound healing were observed.?

"Because highly targeted small molecules and antibodies typically have a transient limited survival benefit in patients with HCC, and resistance universally occurs, there is a clear need for novel, multi-mechanistic therapies. Pexa-Vec's combination of a direct oncolytic effect, anti-vascular effect, and long-term immune response represents a promising potential therapy for solid tumors," said Laurent Fischer, M.D., president and chief executive officer of Jennerex. "This Cancer Research publication provides strong evidence of the tumor vascular targeting activity of Pexa-Vec and further supports our targeted oncolytic immunotherapy approach that builds on the natural attributes of vaccinia and our SOLVE platform."

Pexa-Vec Clinical Development Program and SOLVE Platform
Pexa-Vec (JX-594) is currently being evaluated in an international, randomized Phase 2b clinical trial (TRAVERSE) in patients with advanced primary liver cancer who have failed sorafenib therapy. It is also being tested in HCC patients in combination with sorafenib. In addition, Pexa-Vec is being evaluated in a Phase 1-2 clinical trial in patients with treatment-refractory colorectal cancer as monotherapy and in combination with irinotecan.

Phase 1 and Phase 2 clinical trials in multiple cancer types to date have shown that Pexa-Vec, delivered either directly into tumors or intravenously, induces tumor shrinkage and/or necrosis and is well-tolerated (over 200?patients treated to date). Objective tumor responses have been demonstrated in a variety of cancers including liver, colon, kidney, lung cancer and melanoma. Pexa-Vec has had a predictable and manageable safety profile to date which includes flu-like symptoms that resolve in 24 to 48 hours.

Pexa-Vec is the lead product candidate from Jennerex' SOLVE??platform, a groundbreaking approach offering new therapeutic options for patients with life-threatening cancers. SOLVE builds on the natural attributes of vaccinia viruses to engineer highly targeted, oncolytic immunotherapies for cancer with minimal side effects.

Northeast digs out from record-setting blizzard

NBC's Al Roker joins Lester Holt with the latest on the blizzard's impact on Massachusetts.

By Erin McClam, Staff Writer, NBC News

Updated at 4:30 p.m. ET: A gusting winter storm buried parts of the Northeast under 3 feet of snow and left millions of people with little to do Sunday but wait ? for lights to come on, flights to resume and packed-in cars to be freed.

Transportation systems slowly flickered back. New York airports reopened on limited schedules, and around 11 p.m. Saturday night Boston?s Logan?International Airport welcomed in its first flight since the storm hit.?All major airports are operational again, but many in the affected area are still experiencing delays and cancellations.

Still,?for the most part, the country?s most populous region came to a standstill for a day. Elected officials pleaded with people to stay inside, even after the snow stopped, to let emergency crews and snowplows do their work.

Full coverage from The Weather Channel

?This is going to go on for a number of days,? Connecticut Gov. Dannel Malloy said. ?This will not all be done today.?

Gov. Lincoln Chafee of Rhode Island?warned that while it was no longer snowing, the danger hadn't ended.

"People need to take this storm seriously, even after it's over. If you have any kind of heart condition, be careful with the shoveling," The Associated Press quoted him as saying.

The storm was blamed for at least 10 deaths, including a child poisoned by carbon monoxide and an 81-year-old Connecticut woman who was clearing snow with a blower who was struck and killed by a hit-and-run driver.

At 4:00 p.m. ET Sunday,?290,726 homes and businesses were without power in New York, Massachusetts, Rhode Island and Connecticut, down from a total of about 650,000. Some schools in the region?said that they would be closed on Monday, according to the AP.

NBC's Ron Allen joins Lester Holt with the latest from Connecticut, a state that had some of the highest snow totals.

And along the coast, including among people battered by Superstorm Sandy less than four months ago, flooding was a concern. The snowstorm announced itself with hurricane-force winds and churned up offshore waters.

When the snow finally stopped Saturday afternoon, cities and towns reported eye-popping snow totals ? 40 inches in Hampden, Conn., 38 inches in Milford, Conn., and 34 inches in New Haven. Portland, Maine, got almost 32 inches, breaking its record.

Boston reported a hair under 25 inches, placing the storm in that city?s five-worst on record. Concord, N.H., reported 2 feet. Central Park in New York ? by afternoon a sledder?s paradise ? reported 11.4 inches.

The National Weather Service recorded peak wind gusts of 83 mph in Cuttyhunk, Mass., the strength of a Category 1 hurricane. There were gusts of 72 mph in Westport, Conn., and 76 mph in East Boston.

On the Long Island Expressway, which looked more like a moonscape than a busy thoroughfare, 60 to 100 cars were stuck in the snow, and police officers worked through the night to free people from cars and get them to safety.

Richard Ebbrecht, a chiropractor, told the AP that he left his office in Brooklyn at 3 p.m. Friday and got stuck six or seven times on the expressway and other roads.

??We were all helping each other, shoveling, pushing,? he said.

He gave up and settled in for the night just two miles from home. At 8 a.m., he walked the rest of the way.

??I could run my car and keep the heat on and listen to the radio a little bit,? he told the AP. ?It was very icy under my car. That?s why my car is still there.?

Among the 10 deaths blamed on the storm was an 11-year-old boy in Boston who was overcome by carbon monoxide while keeping warm in the car.

NBC's Ron Mott joins Lester Holt with an updates on the blizzard's aftermath in Rhode Island.

The boy had been helping his father shovel out the car and got cold. The father started the engine, and the boy got inside, a Boston fire spokesman told the AP. But the car?s exhaust pipe was covered by a snowbank.

In a separate incident, also in Boston, a 20-year-old man was found dead in his car. He was also overcome by carbon monoxide fumes.

In Auburn, N.H., a man was killed after losing control of his car and hitting a tree. He was found dead in his car by local authorities.

In Prospect, Conn., an 81-year-old woman was using a snowblower when a driver struck and killed her and fled the scene, Malloy said. In Danbury, a man slipped on a porch and was found dead Saturday morning, the mayor told NBC Connecticut.

A 53-year-old man in Bridgeport, Conn., was found dead under snow at his house, possibly from hypothermia or a cardiac arrest, authorities said. A 55-year-old New Milford man died after he suffered a heart attack while plowing. A Shelton man, 49, died while digging out his truck.?

A man in Livingston County, N.Y., was plowing his driveway with a tractor Friday night when the tractor went off the edge of the road and fell on top of him.

And in Poughkeepsie, N.Y., an 18-year-old woman lost control of her car in the snow and struck Muril M. Hancock, 74, who was walking near the shoulder, police said Friday. Hancock died at the hospital.

On the Long Island Expressway, dozens of cars were stuck in the snow, and police officers worked through the night to free people from cars and get them to safety. NBC's Anne Thompson reports.

In New York, Mayor Michael Bloomberg said Saturday morning that 2,200 pieces of equipment were on the streets, salting and plowing. He said that all the primary streets in the city had been plowed.

??I think it?s fair to say that we were very lucky,? he said. ?Looks like we dodged a bullet.?

He said the city had offered help to other places hit harder by the storm.

In Massachusetts, Gov. Deval Patrick had ordered all cars off the roads but announced Saturday afternoon that he was lifting the ban for Interstate 91 and the slice of the state to the west.

Connecticut had a similar ban in place, but Malloy could not say when it might be lifted. He said Saturday afternoon that he expected it to remain in place at least for the rest of the day.

Transportation systems slowly flickered back to life Saturday, but for the most part, the country's most populous region came to a standstill for a day. NBC's Rehema Ellis reports.

The winter storm was fueled by two weather systems ? a so-called clipper pattern that swept across the Midwest and a band of rain that churned up from the South. They clashed explosively over the Northeast on Friday.

The storm arrived in earnest Friday night. The governors of New York, New Hampshire, Connecticut, Massachusetts and Rhode Island all declared states of emergency.

More than 800 National Guard soldiers and airmen were activated in Connecticut, Massachusetts and New York to provide roadway support, emergency transportation and back-up for first responders, the Department of Defense said.

3 Tips To Maintain Your Love Relationship Even When You Are ...

Long distance relationshipsAs the world becomes smaller and people move to different locations for work, long distance relationships have become the norm rather than the exception. People today are constantly looking for better employment opportunities and if these opportunities are half-way across the world, then that is how far people are willing to go.

Everyone knows someone who lives apart from their spouse, and while there are a number of challenges to this type of arrangement, it can actually work if those involved are willing to work at it. There are tips that can ensure you have a successful long-distance relationship.

1. Communicate regularly

Communication is essential for the success of any relationship, but it is even more important when the parties are not in the same room or country! There are several modes of communication that make communication easy. Use the phone regularly, and even better, use the internet to video chat on a regular basis.

It helps that with the use of technology, people are able to see each other even when they are thousands of miles away. Frequent communication will help to keep the relationship alive because you know that your partner is thinking about you.

2. Send gifts

Keeping romance alive is very important. Sending gifts is one way to show your partner that you care and you are thinking about them. Knowing that someone cares enough to mail a gift from halfway across the world can be very heart warming. With international shipping, you can send or receive a gift of any size to or from any part of the world.

3. Schedule visits

You need to make sure that you plan for time to be together. Make sure that the other person is a priority when you are making vacation plans. When your partner is planning a trip home is not the time to plan a trip out of town! Make sure that you make every effort to meet as often as possible, and treasure the moments when you are together. Making plans to have memorable events will help to ensure that you both have something to hold on to until the next time.

Remaining committed to someone who you rarely see can be difficult but it is not impossible. As long as both parties are committed, it can work. If it worked in the past when the only option they had was ocean freight, it can work even better today when moving from one part of the world has become fast and convenient.

Hubble catches a streak of stars in side-on view of spiral galaxy

Feb. 10, 2013 ? The Hubble Space Telescope captured a thin, glittering streak of stars in a new view of the spiral galaxy ESO 121-6, which lies in the southern constellation of Pictor (The Painter's Easel).

Viewed almost exactly side-on, the intricate structure of the swirling arms is hidden, but the full length of the galaxy can be seen -- including the intense glow from the central bulge, a dense region of tightly packed young stars sitting at the center of the spiral arms.

Tendrils of dark dust can be seen across the frame, partially obscuring the bright center of the galaxy and continuing out towards the smattering of stars at its edges, where the dust lanes and shapes melt into the inky background. Numerous nearby stars and galaxies are visible as small smudges in the surrounding sky, and the brightest stars are dazzlingly prominent towards the bottom left of the image.

ESO 121-6 is a galaxy with patchy, loosely-wound arms and a relatively faint central bulge. It actually belongs to a group of galaxies, a clump of no more than 50 similar structures all loosely bound to one another by gravity. The Milky Way is also a member of a galactic group, known as the Local Group.

Business IT Best Practices: Communication Challenges in the ...

Communication?Challenges in the Workplace:? Of Fear and Deliverables.. Can you hear me now?

"Thomas A Harris, MD author of the NY Times Best Seller, I'm OK, You're OK",?wrote the book as a practical guide to Transactional?Analysis?and awareness, as a method for solving problems in life.? He asserted that a person?s psychological state seems to change in response to different situations.?
This sets the stage for some of our greatest challenges in the workplace.? How is it a roomful of people can attend a meeting and get such completely different responses to the same conversation or presentation being held in a business arena?? The answer is simple, but mastery of your role in this participatory business of work, is not always so easy.??? Business demands and deliverables are a constant. Everyone might be in the same room but its that "okay-ness" with each other and the topic that keeps everyone on the same page.

THE CHALLENGE OF COMMUNICATIONS IN THE WORKPLACE: What is being said is always being heard with a filter of what the listener hears, what is going on, what they think is intended, and what they think they should be doing with the information being communicated.?

I observed several new managers in the IT space who communicated very well working to their social style and some of the things they did well included making sure to consider all sides,? establishing a structure for consistently giving, and receiving standard business information, creating a personal structure for giving, and receiving?constructive feedback, and creating a workforce that considered the environment and the people in it, to be respectful, aligned and practical.?

In one IT help desk a small group of 30 people were told that their jobs were going away unless they moved to another state.? Some were out of jobs in the end of a month or so, those that remained, having just moved cross country, would be responsible for picking up slack and helping hire and grow a help desk with average hold times of an hour and a half,? most ticket agents had a 3 month backlog of tickets awaiting response.? The NEW?manager created a weekly reporting system, held weekly staff meetings and one on ones.? In his first meeting to staff he announced that our work was appreciated, his role was to help us work effectively, and he would announce the new plan within 30 days.? No tips, no secrets, no backbiting, no gossip, he was open and transparent as he observed an organization of horrific morale, overworked, under appreciated, burnt out, tired and trying to win.. For 30 days he said nothing, moderated nothing, offered no direction, he observed, and on day 31, he presented a concise picture of the challenges, the organization, the staffing plan, the leadership requirement at a staff level.. He captured it all, what was happening, why it was happening, what talents existed, and how we would use those talents to recover, what we would be doing differently, and a call to action. We were on board!! We were ready!! He created a compelling turnaround conditions that took us from beat, tired and ready to quit to engaged, inspired, and wanting to be a part of the organization.? Within 9 months we grew a help desk to 130 people, average hold times on the phone of 20 seconds to 2 minutes and 94% customer satisfaction!?

Hearing helps!!? It helps you understand what is real, what is needed, and what we can do to make a huge and material difference.? Interference gets in the way though.. Being too busy in meetings to do, to observe, to hear or plan a different more practical course... Being afraid when you are in an environment where everyone gets fired for wrong mistakes in pace, engagement, being too agressive or not enough assertive, being not liked as much, or favored by the few.

  1. Participate in listening, understanding and suggesting?solutions.
  2. Honor your commitments and keep your word.?
  3. Recognize other team member and participant's positive contributions, participation, accomplishments, and?ideas.
  4. Be approachable, authentic and maintain open communications to create partners, do not let fear cause you to over run someone, blindside them or place blame.
  5. Consider team dynamics?and the work environment when delivering verbal and nonverbal communications
  • Choose to be a collaborative positive partner in all times, respect, consideration and try to call a positive light, clear actions and opportunity to the team you relate with.??
  • HOW CAN I IMPROVE MY LISTENING SKILLS IN TENSION??

Know thyself, and try to practice some strategies for some of your fear triggers that impede effective communications.. What are the types of things that cause you to struggle to stay present in communications?? For me it is fear of unresolveable failure, that I would make a mistake so bad that others would be able to judge me negatively and I would be out of a job or position I dearly loved and wanted to be successful in.? This fear given enough power can change the way I?hear, and speak. So In my life, I would try to identify the triggers that cause me to feel like I am defending myself, instead of participating in a communication.???

What if the communicator is in fear?? Hear and acknowledging another does not mean we need to "go there" to that very feeling of loss and fear with them, to relate and help them feel heard.? One of the challenges of an organization in dysfunction, is when the dysfunction gets in the way of more meaningful work.? What is it I can do or see or appreciate about what is being communicated, so that we can work together the best??

    • Managing YOUR fears: HelpGuide.Org produced a very effective Guide to EFFECTIVE COMMUNICATIONS that offers strategies for managing your ability to manage your fears, and communicate well with others in the process.
    • Working WELL with others:? Susan Adams wrote a very nice article in Forbes on How to Communicate Effectively at Work.? I liked the notion of being aware of your feelings, and choosing a response that is open ended, respectful and with a can do spirit, even to a situation that is feeling completely wrong, negative and counterproductive.? Like "Can you give me a bit more information to make sure I understand what you are requesting?? Have you had a situation where that strategy worked??
WHAT WOULD THE NEIGHBORS THINK?? OR How am I being perceived???? We don't always know how we are coming across, and it can be pretty subjective based upon who is the sender, the receiver, and the context.? Conflict is managed by clarifying understanding and trying to not to be upset or derailed by the actions of others until you understand the situation.

Its a business review meeting, full of people, lets consider just a few: scenarios:??

    WHY PERSON?S THINKING IT
????????? This Group failed before ????????? Don?t let derailments happen? ????????? Must get this promotion I need ????????? What can I do to get the mountain of work managed? ????????? How can I engage others effectively and maintain control, until I understand the complexity? ? ????????? Must get rid of failures, get things done ????????? Must prove myself finally ready for the big promotion,? they never promote people like me, I must seem stronger
????????? Last person in my role was fired for not getting anything done when the didn?t get information,? I cant make that mistake. ????????? Listen, Understand better, ask? questions ????????? Must keep this job I can not afford to be the next person fired for the same reason. ????????? Wow everyone seems to be working afraid here, how can we work together and solve the right problems? ?? ????????? Last person helped me a lot and they are gone.? What if the good things I said about them, labeled ME a problem?? ????????? Must prove myself worthy of keeping, they seem to let go of people who go either to fast or slow. ????????? How can I show value without hurting others
????????? People get fired for speaking out to ask questions,? I will quietly take notes, observe and speak when spoken to ????????? Listen, Understand better, observe until I know, and speak when spoken to. ????????? Must keep my head down and not attract attention to myself ????????? Must listen more, study more and observe more, I fear I don?t know enough.

Morale of the story is that when giving or receiving judgements, there are many angles to consider on why people see it the way they do.? Fear is a mighty driving factor,? effective communications considers how people might be feeling, and how you can communicate through it.? Its up to each of us, to bring our personal best to the table as we really do not always know our peers and managers as well as we might think, and it helps to really stay engaged.. Relationships AND deliverables matter and a team that functions well, appreciates both aspects.

COMMENTS???What Workplace?Communication Challenges have you faced and found a grace under pressure?? How do you manage difficult communications ?

We will offer overviews of the concepts, and perhaps blog more on application, with your involvement, expand our possibilities. If you have ideas, let us know.

Spain PM publishes tax returns amid corruption scandal

MADRID (Reuters) - Spanish Prime Minister Mariano Rajoy made public his tax returns on Saturday as he seeks to quell a corruption scandal that has gripped Spaniards and pushed up the country's borrowing costs.

The corruption allegations, centered on Luis Barcenas, a former treasurer at the ruling People's Party (PP), have spooked investors just when Spain appeared to be emerging from the worst of the euro zone debt crisis.

Former PP treasurer Barcenas has described as fake handwritten ledger entries published on January 31 by El Pais newspaper purporting to show payments made to PP leaders, including Rajoy, from construction firm kickbacks.

The tax authority documents, posted on the government's website, showed Rajoy's income and tax payments from 2004 to 2012. He earned up to 147,620 euros ($197,500) per year over the period plus income from investments. He paid 870,292 euros in tax over the eight-year period, the documents showed.

NJ's Menendez defends actions on donor's behalf

Scott Applewhite, File)

(AP) ? Sen. Robert Menendez defended his actions on behalf of a top campaign contributor, saying that being a donor doesn't disqualify someone from getting his help.

"The fact that someone is a donor does not do away with the right or the opportunity to consider whether something is correct or incorrect, to ask questions, raise concerns," Menendez said Thursday in an interview with the Spanish-language television network Univision, which is to air Sunday. Menendez expressed similar sentiments to another Spanish-language network, Telemundo, in an interview set to air the same day.

"It doesn't matter if it's someone who's a contributor or not a contributor, a minor contributor or a major contributor," he added.

Menendez's comments came in response to a question about whether actions he took benefited Dr. Solmon Melgen, a Florida doctor and one of Menendez's top campaign supporters. Menendez's ties to Melgen have come under scrutiny after an FBI raid last week at the physician's West Palm Beach, Fla., office.

Menendez said his longtime friendship with Melgen and the doctor's political donations hadn't prompted his actions.

"No one has bought me, No. 1," Menendez said. "No one. Ever. In the 20 years I've been in Congress, never has it been suggested that that could even be possible. Never in 40 years of public life. So I'm not going to reach this moment in my life to make that a possibility."

Menendez defended two instances where actions he took seemed to benefit Melgen.

He said he contacted the U.S. Centers for Medicare & Medicaid Services to question the agency's billing practices and policies. At the time, Melgen was in a dispute with the agency over some $8.9 million in payments.

Menendez said in the Univision interview that in another instance, he was merely complaining about U.S. policy, not weighing in on behalf of one of Melgen's companies.

Menendez complained in July during a Senate subcommittee hearing about several instances of Latin American governments not honoring obligations to U.S. businesses. Menendez pressed two Obama administration officials about an unidentified company that provided cargo screening services at Dominican Republic ports. Media reports in the Dominican Republic have highlighted a contract feud between the Caribbean country's government and a port security firm, I.C.S.S.I.

The company was hired to provide X-ray screening at Dominican ports starting in 2002, according to a 2003 document reviewed by the AP. In recent years, the Dominican government had begun to balk at continuing the contract, citing high costs. In 2011, I.C.S.S.I. was bought by a Florida firm, Border Security Services LLC, which records show is managed by Melgen.

Menendez, who has acknowledged flying on Melgen's private plane to the Dominican Republic twice and failing to initially properly pay for the trips, once again denied allegations he had relations with prostitutes in the Caribbean country.

"Those are lies intended to slander me, and they're completely... not only absurd, but completely false," he told Univision.

Menendez has reimbursed some $58,500 from his personal funds to pay for the trips. Melgen has recently requested that online flight-tracking services block records showing the history of his plane's travel.

Melgen has been a friend and political supporter of the senator's for many years. Last year, Melgen's practice gave $700,000 to Majority PAC, a super political action committee set up to fund Democratic candidates for the U.S. Senate. Aided by Melgen's donation, the super PAC became the largest outside political committee contributing to Menendez's re-election, spending more than $582,000 on the senator's behalf.
